(a) The Investment Oversight Commission members shall be appointed by the City Council. The Commission .ball be made up of five (5) members of the community with knowledge about investments and finance but with no afflliation with a firm or corporation which does now or may in the future provide investment or imancial advice or services to the City. After February 15, 1993, two (2) additional members of the Commission shall be appointed as follows: one for one year, and one for two (2) years.
