The City of Dubuque bad entered
into an agreement with Mr. Nich-
olas J. and Esther F. Kopp for the
purchase of right-of-way for Carter
Road Extension. In the agreement
it was agreed that the assessment
would be levied against the total
Lot 1 of Lot 1 of Lot 1 of Lot 1 of
Lot 1 of Lot 1 of Lot 2 of Lot 1
of Lot 2 of Lot 1 of Highland
Farm. This was done before the
preliminary schedule of assess-
ment was filed. Since that time
Mr. Nicholas J. & Esther F. Kopp
have subdivided said lot into Car-
ter Ridge Subdivision. Mr. & Mrs.
Kopp have requested that the as-
sessment levied against this prop-
erty be levied as if subdivided.
Therefore, in accordance with pro-
visions of Section 391.63 of the
Code of Iowa, I herewith submit

Mrs. John Neumeister of 729
Lincoln Avenue addressed the
Council by stating that the prob-
lem is not of recent origin but
has been going on some seven or
eight years.
Mr. Chas. Sonnenberg, District
Manager of the Interstate Power
Company, stated that the smog
and soot situation over the City at
the present time is being aggravated
by their Company due to the fact
that some of their soot control
equipment is out of commission at
the present time. He requested a
little time to correct the situation
and promised that they are present-
ly doing all in their power to correct
it. Councilman Takos moved that
the petition be received and filed
and that the matter of smoke
abatement be referred to the City
Manager to report back to t.he
Council at a subsequent time. Sec-

of the house is practically touch-
ing the 10' rock wall. He requested

Resolution providing for the issu.
ance of Street Improvement bonds
for the purpose of providing for
the pa)'ment of the assessed cost
of the City of Duhuque 1962 Con-
crete Paving with Integral Curb
Project No. 1
Whereas the contract heretofore
entered into by the City of Du-
buque, Iowa for the improvement
hereinafter described has been
completed and the City Manager
has certified the completion there-
of to the City Council and the
City Council has ascertained the
cost thereof and has determined
that $72,304.26 Dollars of the cost
thereof shall be assessed against
the property subject to assessment
therefor; and
Whereas public notice, as pro-
vided by law, has been published
hy the City Clerk stattng the tn-
tention of the City Council to issue
bonds for the purpose of providing
for the payment of the assessed
cost of said improvement and a
public hearing has been held, pur-
suant to such notice and all ob-
jections made thereto have been
considered and determined;
NOW THEREFORE BE IT RE-
SOLVED by the City Council of
the City of Dubuque:
1. That to provide for the pay-
ment of the assessed cost of CITY

Whereas the contract hereto-
fore entered into by the City of
Dubuque, Iowa, for the improve-
ment hereinafter described has
been completed and the City Man-
ager has certified the completion
thereof to the City Council and
the City Council has ascert.ained
the cost thereof and has deter-
mined that $20,697.98 Dalla" of

company has been operating their
system at a loss because of a de-
crease in riders, and may effect
the service rendered by them in
the future, and
WHEREAS, it is essential to the
future welfare and continued

WHEREAS, the City of Dubuque,
Iowa, has suffered much damage
from the flooding of the Missis-
sippi River; and
\VHEREAS, this great river, at
flood stage, annually imposes the
threat of danger and damage upon
the Citizens of Dubuque; and
WHEREAS, large sections of the
City are exposed to river flood
hazard in spite of the fact that
the Citizens of Dubuque have
themselves expended much to con-
trol the danger; and
WHEREAS, flood control works
are vital for the protection of new
construction and industrial devel-
opment within the area harassed
by flood; and
WHEREAS, the Citizens and of-
ficials of Dubuque on November
22, 1960, in meeting with the Corps
of Engineers, did evidence strong
interest in a proposed Federal
flood protection plan to be con-
structed within this City, and
agreed to furnish required local
cooperation; and

Congress of the United States did
authorize the Dubuque Flood Con-
trol Project;

the Federal Budget Bureau be
urged to include within the next
Federal budget a request for funds
for the Dubuque Flood Control
Project; that the Congress of the
United States be urged to appro-
