RE: EB. Lyons Interpretive Center Expansion
Dear Mayor and City Council Members:
The Long Range Planning Advisory Commission has reviewed information provided by
the Friends of the Mines of Spain regarding a planned expansion of the EB. Lyons
Interpretive Center, for which the City Council has approved $30,000 in City funding.
The Friends Group has requested a letter of support from this Commission as well as
our support for making the EB. Lyons Interpretive Center Expansion a priority with our
State and Federal Legislative delegations.
The EB. Lyons Interpretive Center Expansion is consistent with goals and objectives
related to parks and open space found in the Recreation Element and with goals and
objectives related to interpretation of historic and cultural resources found in the Cultural
Arts Element of the City of Dubuque's Comprehensive Plan.
Bya vote of 7 to 0, the Long Range Planning Advisory Commission lends its support to
the EB. Lyons Interpretive Center Expansion, and recommends adding this project to
the City's State and Federal Legislative Priorities.

Dear Mayor and City Council Members:
The Historic Preservation Commission has reviewed information provided by the Friends of the
Mines of Spain regarding a planned expansion of the EB. Lyons Interpretive Center, for which
the City Council has approved $30,000 in City funding. The Friends Group has requested a
letter of support from this Commission as well as our support for making the EB. Lyons
Interpretive Center Expansion a priority with our State and Federal Legislative delegations.
The Mines of Spain State Recreation Area is a significant resource for the Dubuque community.
The park is a National Historic Landmark and a state preserve. The Mines of Spain is host to
252 archeological sites of farming, Native Americans and lead mining. The E.B. Lyons
Interpretive Center has displays on the Otto Junkermann farm site, prairies, lead mining, Native
Americans, and wildlife of the park. The EB. Lyons Interpretive Center Expansion is consistent
with the City of Dubuque's historic preservation goals and objectives for the following reasons:
>> The project focuses on protecting and promoting the natural, cultural, historic, and
archeological resources at the Mines of Spain;
>> The design of the addition compliments the design of the original building; and
>> The expansion of the center furthers the education about and the protection of the
natural, cultural, historic, and archeological resources at the Mines of Spain.
By a vote of 6 to 0, the Historic Preservation Commission gives its support to the EB. Lyons
Interpretive Center Expansion, and recommends adding this project to the City's State and
Federal Legislative Priorities.

Dear Mr. Mayor and Council Members:
On November 7,2006, the Environmental Stewardship Advisory Commission
had the opportunity to hear from you and Wayne Buchholtz, Iowa Department of Natural
Resources. The Friends of the Mines of Spain are raising funds in order to expand the
E.B. Lyons Interpretive Center. We understand that the City has agreed to commit
funds to this project. This Commission believes that educating the public concerning
environmental issues, as well as interpreting and showcasing our cultural and natural
resources, is a very worthwhile endeavor. The expanded Interpretive Center would
meet an increasing need for space to conduct educational programming, as well as
additional display space. The Environmental Stewardship Advisory Commission
affirmatively supports any assistance and support the City of Dubuque can offer towards
this project. In addition, this Commission would support placing the E.B. Lyons
expansion project on the City's legislative priorities list at the state and federal level. If
