SUBJECT: U.S. EPA Brownfields Assessment Grant Application
Economic Development Director Dave Heiar recommends City Council approval of an
application to be submitted to the U.S. Environmental Protection Agency for a
Brownfields Assessment Grant to assess environmental contamination in and near the
Bee Branch Restoration Area. There is no City match required for this grant.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT:
INTRODUCTION
This memorandum presents for City Council consideration a Resolution approving an
application to be submitted to the U.S. Environmental Protection Agency (EPA) for a
Brownfields Assessment Grant to assess environmental contamination in and near the
Bee Branch Restoration Area.
BACKGROUND
The EPA administers a brownfields assessment grant program that provides funding for
petroleum and hazardous substance-contaminated properties. A city may apply for up
to $200,000 each for petroleum and hazardous substance environmental assessment.
The funds would come available in October 2007.
DISCUSSION
The proposed application will provide funding for a project that will assess the
petroleum and hazardous substance contamination in and near the Bee Branch
Restoration Area. Several sites will be redeveloped as a result of the creek restoration
and environmental issues will need to be addressed.
The deadline for the application is December 8th, 2006. Requests for letters of support
have been sent to our legislators, area development organizations.
RECOMMENDATION
I recommend to the City Council adopt the attached Resolution approving the City of
Dubuque's application for the U.S. EPA Brownfields Assessment Grant Program.
ACTION STEP
The action step for the City Council is to adopt the attached Resolution.

RESOLUTION NO. 570-06
A RESOLUTION ENDORSING AN APPLICATION FOR THE U.S. ENVIRONMENTAL
PROTECTION AGENCY'S BROWNFIELD ASSESSMENT GRANT PROGRAM.
Whereas, the City of Dubuque is interested in restoring the Bee Brach creek to
prevent serious flooding within the North End Area; and
Whereas, the City of Dubuque is interested in alleviating any barriers to
redevelopment of property in the area due to the creek restoration; and
Whereas, some properties in the area may have environmental issues
associated with them which may prevent the redevelopment of the property, and
Whereas, the U.S. EPA has a program called the Brownfileds Assessment Grant
Program which will help assess pontential environmental contamination issues in the
area and the City of Dubuque is eligible to apply.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council of the City of Dubuque hereby endorses the
application to the U.S. EPA's Brownfield Assessment Grant Program.
Section 2. That the City Manager is authorized to sign, on behalf of the City
Council, the application for the U.S. EPA's Brownfield Assessment Grant program.
Section 3. That the Mayor may write a letter of support on behalf of the City
Council for the application.
