MEMORANDUM

From: Chris Kohlmann, IS Manager
RE: Request for Proposal for Local Voice Service, Long Distance and
Internet Services
BACKGROUND
The City in partnership with Dubuque County has worked with RSM McGladrey to
compile the attached draft request for proposal for local voice service, long distance
services and internet services. RSM McGladrey is assisting with this RFP as part of
the scope of services for the Telecommunications Carrier Assessment Study they
were hired to complete
The team working on this project include: (City Staff) Ken Tekippe, Finance Director,
Randy Gehl, Public Information Officer, Dawn Lang and Jenny Larson Budget
Directors, and Don Vogt, Public Works Director, Kim Wadding Police Chief, Dan
Brown, Fire Chief, Sandi Hutchcroft, E911 Supervisor, Kathy Sturm, Purchasing
Coordinator, Juanita Hilkin, City Manager's Office, (County Staff) Denise Dolan,
County Auditor, Steve Hahlen, Dubuque County Jail, Jeff Miller, Dubuque County
GIS Coordinator, Sue Brietbach, Dubuque County IS Manager and Sue Gauer,
Dubuque County Auditor's Office. I have facilitated this group.
In preparation for this RFP, team members received orientation from RSM
McGladrey on telephony features, terms and the current state of the industry. The
group has met to gather information on the individual needs of each entity. The
11/20/2006
team also has worked through questions and issues relative to issuing a joint
proposal for the City and County.
DISCUSSION
The RFP has been written such that vendors are to recommend individual
proposals for the City and County and also offer a proposal that takes advantage of
any cost savings that may be realized from partnering on all or part of this proposal.
As you had previously requested Voice over IP (VoIP) will be considered along with
the "traditional" telephony providers.
ACTION STEP
I would ask that you review the attached proposal and let me know of any questions
or clarifications. I am assuming this will need to be shared with the City Council.
Thank-you.

1..7.1. Community Profile
The City of Dubuque is located on the Mississippi River in Northeastern
Iowa, adjacent to Illinois and Wisconsin. The City is approximately 25
square miles in area, with a population of approximately 60,000. The
City's annual budget including capital expenditures is over $108 million
and the City provides a full range of services.
The community has a stable and diversified manufacturing base and a
growing service sector. Dubuque is the major retail, medical, educational
and employment center for the Tri-State area. Tourism continues to be a
major economic force in the community. City government continues to
work in collaboration with the private sector to promote economic
development.
Dubuque County serves an area of 608 square miles with a population of
88,112 (2000). The County's fiscal year begins on July 1 and ends on
June 30.
Dubuque County is a multi-faceted organization which serves the public
through the offices of elected county officials; and provides health care
through the county Health department, which has a division for
environmental health and another for home health care; through
Sunnycrest Manor, a nursing home with separate units for geriatric care
and intermediate care for the mentally retarded; through an extensive
system of parks, a county library, through services to indigent Veterans
and other indigent persons; through an extensive array of services to the
mentally ill, mentally retarded and developmentally disabled; and through
its Secondary Road and Zoning departments.
Dubuque County is organized into 34 departments and 20 agencies. The
accounting and financial reporting functions of the County are centralized.
This RFP is being issued jointly with options for vendors to propose
individual proposals for each entity as well as joint proposal(s) that may
address any economies of scale that may exist in partnering on such a
project.
The Court House, which serves many County offices, will be connected
via a fiber optic connection to the City of Dubuque fiber optic backbone in
January of 2007.
The City began installation of the current fiber optic network backbone in
1999. Both single mode and multimode are installed in the backbone.
Most City locations will be connected by a redundant fiber backbone by
January 2007.

1.9 Voice and Data Line Project Requirements
City and County of Dubuque seek a communications solution that will replace or re-
contract the current services. Your proposed services will seamlessly serve the
current locations, satellite locations, and any future projected growth.
The goal of this RFP is to provide services for City of Dubuque and Dubuque County
communications systems that will allow the City and County to control costs while
providing better service reliability. Further, both organizations are interested in
services that can be easily managed by the internal staff.
The overall scope of these services is to build a telecommunications system to
encompass all offices. All employees need access to the same local, long distance,
wide area network, and Internet.
The RFP needs to accommodate the following services. We prefer to standardize on
a single service provider but Local, Long Distance, data point to point circuits,
Internet, and DSL may be contracted individually based on bid and package pricing.
