RPPD on Hansel Drive
To the Mayor and City Council Members,
I would like to address the action item, the RPPD on Hansel Drive.
At the first council meeting regarding this matter, you wanted more information. We went to the school board
meeting and asked what they planned on doing about the parking problem at Hempstead. They are in the second
year of a five-seven year plan and have not addressed the parking problem at Hempstead. Their answer, to
pacify us, was to form a committee to address this problem. Then they would have to study the problem, come
up with a plan, pass the plan and implement the plan, now really, how long would that take?
As far as the Police Department making rounds and writing tickets sporadically, that doesn1 solve the problem,
especially when the kid' just rip up the tickets as witnessed by a resident.
What the real problem here is safety. When you have to maneuver four or five times to get out of your
driveway and then have to worry about a car coming over the hill who could hit you, now who would be at fault
and who could end up gelling hurt? What about emergency vehicles? I hate to think how difficult it will be to get
a hook & ladder truck up our street and get close to give emergency care.
In the wintertime, when snow is on the ground, there will hardly be room for the snowplow to come down the
street with cars parked on both sides. Where does all the snow go? We can forget about the snowplow getting
close to the curb. Also what about the city sweeper being able to clean up the leaves next to the curb before the
snow flies?
Why should I have to go out a couple times a week to pick up cig. packs, candy wrappers and even a CD out of
my yard? My neighbors have pick up paper plates, underwear and other unmentionables out of their yards. Isn1
it strange that I only have to do it during the week and not on Sat. or Sun.
As far as having company visit during the week, during the daytime, forget it because they have nowhere to
park. If you live in
a RPPD, you can buy guest stickers for your family and friends and they will have a place to park.
I voted for you, the Mayor and Council Members, to represent the residents of Dubuque. We, as residents on
Hansel Drive, have come to you with a problem and you are the only ones that can solve this problem for us.
I would appreciate your yes vote in granting a RPPD for Hansel Drive at the next council meeting.
Thank you very much.

October 17, 2006
Hansel Drive RPPD Request
I know that you will be responding soon (November 6, 2006) to another Residential Parking Permit
District request near Hempstead High School. The patking issue at Hempstead continues to offer
challenges for both the school and the neighborhood. Several comments that I would have for you on the
topic:
First, I would hope that the Council would not take on the easy conclusion that kids these days are
terrible. Some neighbors have said the students are unruly and lacking courtesy. What has not been
reported to you is the rude language used toward students by the adult neighbors. On one occasion last
spring, the police needed to settle down a neighbor who was threatening the students. The common
conclusion that our students are all ungrateful hoodlums is not true. Certainly a few students need to be
taught better behavior, and as a school, we address the development of positive character traits throughout
the curriculum. Students in Dubuque are terrific.
Secondly, students should not have to walk in the street to get to school. At the August City Council
meeting I mentioned that the lack of a sidewalk on the north side ofKeymont (and both sides in the half
block near the school) was a problem for students. The Council said this would be addressed. The lack
of sidewalks continues to be a concern.
Thirdly, to solve the parking problem, Hempstead encourages students to ride the bus, walk to school,
ride a bike, and/or carpool. (In fact, we give away Hempstead key chains to drivers who transport more
than one passenger.) We have shared the issues with parents in our Hootpriots Newsletter and with
students in the Equestrian, our student newspaper. To date, only one Hansel Drive resident has called
about an issue and we traced the license plate to a Senior High studeot and called that school for
assistance. Vizaleea and Keymont neighbors have called us to complain about their own neighbors not
following the new plan, but we have no solutions for those issues.
Thank you for your attention to this situation. I am not opposed to the RPPD request, and assume that it
will probably pass, as the conditions seem to have been met in the request. I simply ask that you continue
to recognize that we shape our students and they are the future of Dubuque.

FROM: Michael C. Van Milligen, City Manager
SUBJECT: Hansel Drive
On August 29, 2006, a petition was received to establish a Residential Parking Permit

studies indicate that the parking conditions in this area meet the criteria necessary for
establishing a Residential Parking Permit District.
City Engineer Gus Psihoyos recommends City Council approval of a Residential
Parking Permit District between the hours of 7:00 a.m. to 3:00 p.m. daily, except
Saturdays, Sundays and holidays.

MEMORANDUM
October 31,2006
FROM:
Michael C. Van Milligen, City Ma~a?l
Gus Psihoyos, City Engineer flJ
TO:
SUBJECT:
Hansel Drive
On August 29, 2006, a petition was received to obtain a Residential Parking
Permit District (RPPD) on Hansel Drive between Keystone Drive and Keymont
Drive.
The petition represents in excess of 60 percent (60%) of the dwelling units along
Hansel Drive between Keystone Drive and Keymont Drive, as is required under
the ordinance. The petition requests that the parking restriction be effective
between the hours of 7 a.m. and 3 p.m. daily, except Saturdays, Sundays and
holidays.
The City's parking study of this area indicates that during the requested time
period, at least 80 percent (80%) of the curbside spaces were utilized, and at
least 25 percent (25%) of such curbside parking spaces were utilized by non-
resident parkers. The petition, therefore, meets the requirements of the RPPD
ordinance.
At its August 7, 2006 meeting, the City Council adopted an ordinance designating
as Residential Parking Permit District H, Vizaleea Drive and Keymont Drive from
Keyway Drive to its westerly terminus. The time and days requested by the
petitioners on Hansel Drive correspond to those in District H. Therefore, Hansel
Drive should be added to District H.
In addition to the Hansel Drive petition, a resident on Phyllrich Drive (that is
directly east of Hansel Drive) recently requested information regarding
procedures and requirements to Residential Parking Permit Districts.
. ~ ...-
ACTION TO BE TAKEN
It is recommended that Hansel Drive between Keystone Drive and Keymont
Drive between the hours of 7 a.m. and 3 p.m. daily, except Saturdays, Sundays
and holidays be approved and designated as a Residential Parking Permit
District (RPPD).
At the November 6, 2006 public hearing, the City Council may reject the petition,
adopt an ordinance designating the proposed area as a Residential Parking
Permit, or adopt an ordinance modifying the proposed district. The City Council
may also adopt an alternate hours other than the 7 a.m. to 3 p.m. parking
restriction daily except Saturdays, Sundays and holidays.

Re: Hansel Drive - Proposed Residential Parking Permit District
INTRODUCTION:
The purpose of this memorandum is to discuss the enforcement efforts related to
Hansel Drive and the recently created residential parking permit district "H".
BACKGROUND:
The November 6, 2006 the City Council held a public hearing regarding a request for a
residential parking permit district to be established on Hansel Drive between Keystone
Drive and Keymont Drive. This would be in addition to a recently established residential
parking permit district "H" previously approved at the August 7, 2006 City Council
meeting for Vizaleea Drive between Pennsylvania Avenue and Keystone Drive and
Keymont Drive from Keyway Drive to its westerly terminus.
DISCUSSION:
Since the establishment of the Residential Parking Permit "H" for Vizaleea Drive and to
ensure effective enforcement, the police department established a special parking
enforcement project. The purpose of the project was to effectively monitor and enforce
the new residential parking regulation located in residential parking permit area "H".
The project uses three non-police part-time employees who work in conjunction with
patrol officers to patrol the residential district and enforce compliance. Initially, the part-
time employees worked the most active periods of the day when Hempstead students
are arriving and departing from school, two hours in the early morning and two hours in
the early afternoon.
As the initial period of enforcement was begun, we have gained steady compliance with
the new parking regulation. As a result, the students sought other parking areas, one
being Hansel Drive. From September 1, 2006 to November 9, 2006, the police
department answered 15 calls for service on Hansel Drive. Ten of the 15 calls for
A
...
service were related to parking too close or in front of a fire hydrant (nine parking
citations issued, one handled by officer), three for partially blocking a driveway (two
parking citations issued, one handled by officer), one vandalism (report filed), and a
complaint of vehicles parked on the wrong side of the roadway (parking citations
issued). The police department remains committed to ensuring enforcement of all
parking complaints.
RECOMMENDATION:
My recommendation is to continue to enforce the current established Residential
Parking District "H" and continue to give Hansel Drive and surrounding streets, including
those not presently in a Residential Parking District extra attention regarding the parking
of vehicles near fire hydrants, driveways, wrong side of the road and other parking
concerns to ensure overall compliance.
ACTION REQUESTED:
Action requested is for the police department to continue to check and enforce all
parking regulations related to Residential Parking District "H" and surrounding streets
including those not presently in a Residential Parking District.
