Recertify the List for the Position of Firefighter: Motion by Takes to re- certify the list for the position of firefighter to include 19 names submitted and removing the names of Greg Schuster and Justin Hoffman who did not pass the CPAT test. Seconded by Schilling. Motion carried 3 -0. 2. Hearing on the Appeal of Troy Kapparos: Swearing in of witnesses: Dan Decker, Doug Hughes, Troy Kapporas, Randy Ludowitz, Ken Miller, Nancy Otterbeck, Randy Peck, Paul Schultz, Mike Van Milligen, Don Vogt Assistant City Attorney Maureen Quann appeared for the City. Witnesses for the City of Dubuque: Dough Hughes, Nancy Otterbeck, Ken Miller, Dan Decker,Don Vogt, Randy Peck, Mike Van Milligen Exhibits offered: Memo from Don Vogt dated September 12, 2013, Policies 4.08 and 4.10 Attorney Kyle McCoy appeared for the Appellant. Witnesses for the Appellant: Troy Kapparos, Paul Schultz. Exhibits offered: Paul Schultz retirement letter dated September 9, 2013. Opening statements were given by Ms. Quann and Mr. McCoy. The Commission heard testimony regarding the appeal by Troy Kapparos. Following testimony and discussion among the Commission, Takes moved to modify the City Manager's decision to state that Mr. Kapparos will be suspended from employment without pay for an additional 30 calendar days for a total of 120 calendar days after which he is to be reinstated. Seconded by White. Motion carried 2 -0 with Schilling voting nay. Motion by Schilling to adjourn at 5:07 p.m. Seconded by White. Motion carried 3 -0. Civil Service Commission Submitted by Kevin S.
