Van Milligen, City Manager SUBJECT: 686 -688 University Assessment DATE: November 21, 2013 Dubuque band AI- America City IIIii! 2007 • 2012 • 2013 The property at 686 -688 University has been posted as uninhabitable since March 2, 2012. Housing posted it as uninhabital and was seeking to register it as a Vacant and Abandoned Building (VAB). On April 18, 2012, it was reassigned to Jeff Zasada in Building Services who inspected it and was informed by neighbors that someone was still living in the building. Letters were sent to Manolita and Dean Dement, listed owners according to Assessors web -site. Staff knew that Dean Dement had passed away years ago. After searching for some time, Manolita Dement was located and served by certified letter and Sheriff's service. Robert and Manolita Dement Dement appeared in court and were given the options to repair, tear down by May1, 2013, or the Court Order would allow the City to demolish the property. On May 8, 2013, a letter was sent to Mrs. Dement stating that the deadline had passed and the City was moving forward on the demolition. Bids were called for and the building was posted as being under the control of the City of Dubuque, that all utilities were being disconnected and the building was being scheduled for demolition. Robert Dement contacted the Building Services Department and asked for a couple weeks to remove belongings from the property. He turned over the keys when he was finished and the property was demolished. Building Services Manager Rich Russell recommends City Council approval to assess the demolition costs of $23,350 to the property located at 686 -688 University. Housing posted it as uninhabital and they were seeking to register it as a VAB. On April 18, 2012, Cindy Steinhauser asked to have it reassigned to Jeff Zasada in Building Services. Jeff inspected it and was informed by neighbors that someone was still living in the building. DISCUSSION: Housing had posted it, but the signs had faded and were no longer legible. Jeff sent letters to Manolita & Dean Dement, listed owners according to Assessors web -site. Jeff knew that Dean had passed away years ago. After searching for some time, Jeff located Manolita Dement. On May 1, 2012, Jeff sent a letter to Manolita requesting her to either repair the property or demolish it. No response was received. On May 17, 2012, Jeff sent the same letter by certified mail. No response was received. On September 14, 2012, Jeff requested that a sherriff's deputy serve a Municipal Infraction to Manolita Dement. The deputy served the notice on Mrs Dement on September 17, 2012. This notice set a court date of October 31, 2012. Robert and Manolita Dement appeared in court and were given the options to repair, tear down by May1, 2013 or the court order would allow the City to demolish the property.
