City Engineer Gus Psihoyos recommends City Council authorization for the City of
Dubuque to submit a $478,750 grant application for Traffic Safety Improvement
Program funding for the Grandview Avenue at Loras Boulevard and Grandview Avenue
at University Avenue Intersection Improvements. If accepted, this Traffic Safety grant
will fully fund this project, with no additional City match funds required.
The application has already been reviewed by the Iowa Department of Transportation
commission and they plan to recommend it for approval during their December 10, 2013
meeting.

Grant Application Authorization for Traffic Safety Improvement Funding for
the Grandview Avenue at Loras Boulevard and Grandview Avenue at
University Avenue Intersection Improvements
INTRODUCTION
The attached resolution provides the authorization for the City of Dubuque to officially
submit a grant application for Traffic Safety Improvement Program funding for the
Grandview Avenue at Loras Boulevard and Grandview Avenue at University Avenue
Intersection Improvements.
This application has already been reviewed by the Iowa Department of Transportation
(Iowa DOT) commission and they plan to recommend it for approval during their
December 10, 2013 meeting.
DISCUSSION
This application is requesting funding from the State of Iowa's Traffic Safety Funds.
The location selected is along Grandview Avenue between Loras and University.
Currently University is a four way stop and has delays during peak movements. Loras
is currently signalized, but the signals are in poor condition. The existing electrical
conduits are unusable and vehicle detection has not worked for many years turning it
essentially into a "pretimed" signal. There are also no left turn signals on Loras
Boulevard for Grandview Avenue traveling North or South. These two intersections are
adjacent to Allison- Henderson Memorial Park which sees heavier pedestrian
movements. The existing signal at Loras Boulevard and Grandview Avenue does not
have pedestrian signal heads.
This grant will be applying for funding to signalize the intersection of University and
Grandview, and to reconstruct the signal at Loras and Grandview. Both signals will
have dedicated left turn movements along with pedestrian signals. These two signals
will be tied together with fiber optics so that progression for the north /south movement
can be obtained. This fiber will also go into the Traffic Operations Center at City Hall for
remote monitoring and adjustments.
These proposed improvements were recommended by the East/West Corridor Study
that was formally adopted by the City Council at the February 20, 2012 City Council
meeting. The total cost for these improvements is $478,750.00 and this is the amount
requested. If accepted, this Traffic Safety grant will fully fund this project with no
additional City match funds required.
RECOMMENDATION
I recommend that the City submit this grant application with the Department of
Transportation for Traffic Safety Improvement Program funding for the Grandview at
Loras and Grandview at University Intersection Improvements.
BUDGET IMPACT
The total cost of these improvements is estimated at $478,750.00 with is the amount of
the grant request. If accepted, the Traffic Safety Improvement Program funding would
cover 100 % of this cost. Construction would take place the summer of 2014.
There is no other fee associated with the application process since the City is utilizing
the services of the East Central Intergovernmental Association (ECIA).
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution authorizing the filing of
the application with the Iowa Department of Transportation for Traffic Safety
Improvement Program funding for the Grandview at Loras and Grandview at University
Intersection Improvements.

RESOLUTION AUTHORIZING THE FILING OF A GRANT APPLICATION WITH THE IOWA
DEPARTMENT OF TRANSPORTATION FOR TRAFFIC SAFETY IMPROVEMENTS
FUNDING FOR THE CITY OF DUBUQUE GRANDVIEW AVENUE AT LORAS BOULEVARD
AND GRANDVIEW AVENUE AT UNIVERSITY AVENUE INTERSECTION IMPROVEMENTS
Whereas, the increasing growth of traffic volumes, along with operational and safety
concerns, at Grandview Avenue at Loras Boulevard and Grandview Avenue at University
Avenue Intersection in the City of Dubuque could be improved by intersection and traffic signal
improvements; and
Whereas, the City of Dubuque has determined that improvements to this intersection, as
recommended in the East -West Corridor Connectivity Study of the Grandview Avenue at Loras
Boulevard and Grandview Avenue at University Avenue as provided by HDR Engineering and
Dubuque Metropolitan Area Transportation Study (DMATS) Long -Range Transportation Plans,
will improve traffic flow; and
Whereas, the City of Dubuque is seeking the necessary funding for project implementation,
and upon completion, in cooperation with the Iowa Department of Transportation, be
responsible for adequately maintaining and operating the project for public use during the
project's useful life.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA, THAT:
Section 1. The City files this grant application for funds through the Traffic Safety
Improvement Program to fund Grandview Avenue at Loras Boulevard and Grandview Avenue at
University Avenue Intersection Improvements.
