Through the informal bid process for public improvements, the 2013 CDBG Curb
Access Ramp Installation Project was awarded on October 10, 2013, to D & D Superior
Concrete, in the amount of $19,353.75. Ten ramps were constructed; four of which
required additional curbing, sidewalk, grading and seeding to meet construction
compliance, bringing the total construction cost to $24,772.42
City Engineer Gus Psihoyos recommends that the 2013 CDBG Curb Access Ramp
Installation Project costs be officially recorded in the minutes of the City Council.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The purpose of this memorandum is to officially record in the minutes of the City Council
the award and completion of the 2013 CDBG Curb Access Ramp Installation Project.
BACKGROUND
The 2013 CDBG Curb Access Ramp Installation Project provided for the replacement of
10 access ramps at various locations throughout the City.
DISCUSSION
On October 10, 2013 the City of Dubuque received informal bids for the 2013 CDBG
Curb Access Ramp Installation Project in the amounts of:
D & D Superior Concrete
Midwest Concrete
$19,353.75
$24,033.50
Based on Iowa Code § 384.103 and § 364.12(3)(c), and Iowa Code, Section 26.14,
through the informal bid process for public improvements, this project was awarded on
October 10, 2013 to D & D Superior Concrete of Dubuque, IA, in the amount of
$19,353.75.
Ten ramps were constructed; four of which required additional curbing, sidewalk,
grading and seeding to meet construction compliance bringing the total construction
cost to $24,772.42.
