1. Approve Minutes of October 13, 2006 Meeting
Motion by Wertzberger to approve the minutes of October 13, 2006. Seconded by
Duehr, passed unanimously.
2. Discuss Communication from David M. Beaves, President of Local 353 DPFF,
Regarding Promotional Testing for Medical Officer
David Beaves, President of Local 353 DPFF, explained that the promotional
examination for the position of Medical Office was given one and a half years ago and
that the list has been exhausted and there are currently three vacancies. The Dubuque
Professional Firefighters' Association is requesting that a promotional exam be given
for this position. He stated that since the positions have not been eliminated there
should be a certified list available for when the positions are filled.
Chief Brown stated there is currently a "response and deployment" study being
conducted and that positions are being looked at for the best structure of the Fire
Department. He explained that the study is anticipated to be completed by the end of
the current year, at which time it would be taken to the City Council for consideration.
Personnel Manager Peck commented that the City does not request that a test be
conducted until they intend to fill the position(s) in question.
The Commission questioned whether they had the authority under Iowa law to require
the City to fill certain positions when they are vacant. Motion by Wertzberger to refer
the question of the Commission's authority to City Attorney Lindahl for an opinion.
Seconded by Duehr, passed unanimously.
There being no further business, upon motion the meeting adjourned at 11 :21 p.m.
