Fire Chief Dan Brown recommends award of the contract to the low bidder, Maryville Construction, in the amount of $216,000. Dan has identified funding sources for this project. Daniel Brown, Fire Chief D SUBJECT: Fire Station #4 Improvements - Mechanical and Restroom Upgrade Project DATE: December 9, 2013 Dubuque * * * ** All- Ama Clly 11111! 2007 • 2012 • 2013 INTRODUCTION The FY14 CIP budget provided for the replacement of the air conditioning /ventilation system at Station 4 located at University and Grandview. In addition a CIP in the FY13 budget year was carried over to provide for remodeling of the bathrooms in order to create gender separated facilities, painting of the interior and the paving of the parking area in the rear as part of the alley. BACKGROUND The existing mechanical system in the building is approaching 15 years old and is at the end of its service life. Due to system deterioration, condensation in the ductwork has caused mold & mildew to form resulting in irritation and odors inside the building. This project will replace the existing roof mounted ductwork and HVAC equipment with new equipment located in the interior spaces in the building, thus eliminating the potential for the problem to reoccur. Additional work in the building involves demolition of the existing single restroom and replacing it with separate male and female restrooms. The project also contains two add alternate bid items. The first allows for an upgrade from the specified epoxy floors in the restrooms to a tile floor. The second add alternate will complete the installation of the in- floor, truck bay radiant heat system. When the truck bay concrete floor was replaced in 2009, tubing was installed to facilitate a future connection to the building's boiler system. DISCUSSION Help was obtained from Steve Sampson Brown from Engineering with-the HVAC design and bidding. Due to the fact that the interior remodel was going to have a direct impact on the HVAC system it was decided that it was most cost effective to combine these projects. A consulting design engineer was used, who developed bid documents for the project and they were reviewed by Steve Sampson Brown. Bids were requested and 6 companies returned bids ranging from $216,000 to $269,900. These bids were considerably higher than the budgeted amount. In my discussions with Steve Sampson Brown it is expected that re- budgeting and re- biding as part of the FY15 budget will result in higher bid amounts due to a likely fewer number of bidders and that contractors are busier in the summer than in the winter. The current NC and plumbing is in disrepair and needs attention as soon as practical therefore the recommendation is to proceed with the project by awarding the based bid work and not selecting either of the two bid alternates. BID RESULTS The City of Dubuque received the following bids for the Fire Station No. 4 Mechanical and Restroom Upgrade Project on December 4, 2013: Contractor Maryville Construction Conlon Construction Tri -Con Constuction Sheets Design Build Portzen Construction Klauer Construction Based Bid Results $ 216,000.00 $ 220,900.00 $ 227,000.00 $ 233,000.00 $ 252,000.00 $ 269,900.00 BUDGET IMPACT In the CIP projects currently budgeted for Station #4 there is an available balance of $145,370. This would require that the station painting and parking /alley be re- budgeted in a future year. The Fire Department also has savings from 3 other CIP projects that total $45,069. In addition, a project for the installation of 900 MHz data radio sites for an amount of $38,000 is budgeted. Due to the recent bankruptcy and closing of the company that produces this equipment we can suspend this project until new technology is available. This will provide for a total of $228,439 available funds for this remodel project. Steve Sampson Brown has reviewed the bids and the low bid of $216,000 from Maryville Construction meets the specifications. He is also recommending a contingency be included for a total of project budget of $230,000. We can make up any additional funding if needed from operating budget. I have visited with Mary Brooks to confirm these amounts in the CIP budget. RECOMMENDATION I am recommending moving forward with the improvements to Station #4 as indicated and use the savings from the other CIP projects to fund the additional costs. 2 ACTION STEP I recommend that the City Council adopt the attached resolution awarding the Fire Station No. 4 Mechanical and Restroom Upgrade Project to Maryville Construction in the amount of $216,000. Attachments Cc: Gus Psihoyos, Engineering Steve Sampson Brown, Engineering Jenny Larson, Budget Director Mary Brooks, Assistant Budget Director 3 RESOLUTION NO. 361 -13 AWARDING PUBLIC IMPROVEMENT CONTRACT FOR FIRE STATION NO. 4 MECHANICAL AND RESTROOM UPGRADE PROJECT Whereas, sealed proposals have been submitted by contractors for the Fire Station No. 4 Mechanical and Restroom Upgrade Project (the Project) pursuant to Resolution No. 316 -13 and Notice to Bidders published in a newspaper published in the City of Dubuque, Iowa on the 8t" day of November, 2013, and Whereas, said sealed proposals were opened and read on the 4th day of December, 2013 and it has been determined that Maryville Construction of Hazel Green, WI with a bid proposal in the amount of $216,000.00, is the responsive, responsible bidder for the Project, and Whereas, it has been determined that it is in the best interest of the City of Dubuque to enter into an improvement contract with Maryville Construction for said Project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That a Public Improvement Contract for the Project is hereby awarded to Maryville Construction and the City Manager is hereby directed to execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
