Van Milligen, City Manager FROM: Candace Eudaley, Director of Transit Operations DATE: December 2, 2013 SUBJECT: Jule Bus Garage, 2401 Central Ave Roof & Sprinkler Repair Project CIP 6001613 — Transit Roof Maint /Repair INTRODUCTION The enclosed resolution authorizes the award of the construction documents and construction administration contract for the Jule Bus Garage Roof & Sprinkler Repair Project. BACKGROUND The Jule Bus Garage is located at 2401 Central Ave. This is an existing City -owned building. In 2010 a fire inspection of the overhead sprinkler system in the maintenance and storage area of the facility determined the system was out of code. The inspector noted that the majority of the sprinkler heads were at least 50 years old; that there were no sprinkler heads hanging over the garage doors and that the entire sprinkler system was over -due for a five year test. These factors caused the fire inspector to require that the Jule sprinkler system be brought up to current fire code standards. Also in 2010, the Jule transit facility received significant storm damage that required the replacement of the southern section of the roof which was replaced in approximately 1988. The north and center sections of the roof are also deteriorating with leaks in the roof sections causing brickwork in the walls of the facility to dissolve and for areas of brick and mortar to show signs of eventual failure. The Jule was awarded a Public Transit Infrastructure Grant (PTIG) for $257,800 in October 2011. The PTIG grant will fund 80% of the costs of the project with the City funding the 20% local match as required by the grant. DISCUSSION A Request for Qualifications (RFQ) was published July 17, 2013 with proposals due July 31, 2013. As is required of all RFQ's for architecture or engineering services when funded by the Iowa Department of Transportation, the proposals must be reviewed for relevance and costs must be provided in a separate sealed envelope. A committee of Jule and ECIA staff reviewed the proposals and chose FEH Associates Inc. based on their past experience in large -scale roof design and repair. The project scope includes project management, pre- design, design, and construction administration including Davis Bacon wage monitoring. BID RESULTS Sealed proposals were received for the project on July 31, 2013. FEH Associates Inc. of Dubuque, Iowa, was deemed the most experienced in large -scale roof design and repair projects. FEH Associates Inc. was also the low bidder at a cost of $24,030.00. A summary of the proposals received is as follows: Firm Name FEH Associates Inc. (Dubuque, IA) Ulstad Architects (Dubuque, IA) Specialty Engineering Group (Menomonee Falls, WI) RECOMMENDATION I recommend that the contract for construction documents and construction administration be awarded to FEH Associates Inc. in the amount of $24,030.00. BUDGET IMPACT Construction documents and administration are eligible costs of the grant. ACTION TO BE TAKEN I recommend adoption of the attached resolution awarding the construction documents and construction administration contract for the Jule Bus Garage Roof & Sprinkler Repair Project to FEH Associates, Inc. in the amount of $24,030.00. cc: Maurice Jones, Economic Development Director Kelley Deutmeyer, Executive Director ECIA Jenny Larson, Budget Director RESOLUTION NO. 362 -13 AWARDING CONSTRUCTION DOCUMENT PREPARATION AND CONSTRUCTION ADMINISTRATION CONTRACT FOR THE JULE TRANSIT FACILITY ROOF AND SPRINKLER REPAIR PROJECT Whereas, sealed proposals have been submitted by architects for the Jule Transit Facility Roof and Sprinkler Repair Project (the Project) pursuant to the Request for Proposals published in a newspaper published in the City of Dubuque, Iowa on the 17th day of July, 2013; and Whereas, said sealed proposals were opened and read on the 31st day of July, 2013 and it has been determined that FEH Associates, Inc. of Dubuque, Iowa, is the most responsive, responsible bidder for the Project with a cost of $24,030. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That a Contract for Construction Document Preparation and Construction Administration for the Project is hereby awarded to FEH Associates, Inc. and the City Manager is hereby directed to execute a Contract on behalf of the City of Dubuque for the Project.
