Van Milligen, City Manager From: Alvin Nash, Housing and Community Development Director Re: Request to present the Department of Housing and Community Development during the February 3, 2014 City Council work session Date: December 9, 2013 The Department of Housing and Community Development has been formalizing and going through organizational changes in order to better serve clients and provide services in a more cost - efficient manner. During the past year and a half we have reviewed all departments and programs with staff to analyze the impact of the programs. We have worked with community leaders and clients to evaluate program effectiveness and as a result of this review; we have taken on the task of rebranding the Department of Housing and Community Development. This means that we have reorganized in such a way that meet the needs of the community and meet the goals and objectives of our funding sources. We also examined the process to make sure that we pay close attention to the goals and priorities that are set forth by City Council. We paid particular attention to the Section 8 Housing Choice Voucher Program, our Neighborhood Revitalization Program, the rental licensing and rental inspection program in addition to the relationship with our community partners. A City Council work session will provide us an opportunity to introduce the changes and serve as a preliminary itinerary to the budget session and performance measures as part of our annual review. The Department of Housing and Community Development is also very fortunate to have been given an opportunity to feature our department in the focus magazine, this magazine is a comprehensive review of our department and how we present our programs to the community. As you know it has a distribution of about 36,000 and gives us a great opportunity to tell our story and to let citizens know how we work and what we do. Our flagship initiative is "Dubuque @Home." The focus magazine allows us to introduce this initiative. The City Council workshop will serve as a perfect venue for us to preview the Focus magazine.
