PEG Capital Grant Expenditure Requests
INTRODUCTION
The purpose of this memorandum is to forward recommendations from the Cable TV Tele-
Programming Commission to approve four requests for funding from the Capital Grant for
Access Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise
agreement that went into effect on June 5, 2005, began FY07 with a balance of $199,630.
Subsequent interest payments and quarterly adjustments have added $17,028 this fiscal year.
Thus far in FY07, the City Council has approved $22,975 in requests; currently there is a
balance to be awarded of $190,641.
Last night the Commission recommended four grants from this fund:
1) $5,451 for a new sound system for the Dubuque County Board of Supervisors which will
vastly improve the audio quality of those telecasts.
2) $8,459 for a new routing switcher for the TV Control Room in City Hall Annex. This
replaces a tremendous amount of aging equipment that degrades our television signal
and will enable us to better manage our facilities by interconnecting more than a dozen
devices.
3) $9,000 for new equipment for the access operation at Mediacom, including
a. $3,000 for three tripods for their remote operations
b. $4,000 for two mini DV tape decks
c. $1,000 for a 5-bay DVD duplicator
d. $1,000 for four new lavalier microphones
4) $8,850 for equipment and production materials for the public access studio at
Mediacom, including
a. $2,000 for new production music
b. $6,000 for a new non-linear editing system
c. $600 for virtual studio software
d. $250 for graphics production software
RECOMMENDED ACTION
I respectfully request that the Commission's recommendations for all four requests forwarded to
the City Council to receive, file, and approve. Thank you.
