SUBJECT: Vision Iowa
I was recently contacted by Dubuque County Historical Society Executive Director Jerry
Enzler about a requirement from the Vision Iowa Board that the City make a financial
commitment to the Dubuque County Historical Society's expansion in the Port of
Dubuque. Jerry advised that "Your commitment will be critical to the Vision Iowa
Board's ability to move into the negotiation phase of the Vision Iowa process."
I respectfully recommend that the Mayor and City Council approve the City opening
negotiations to commit to building a l50-car parking ramp in the Port of Dubuque by
2010 and to provide space for the building of a large format theater and send the
attached letter to the Vision Iowa Board.

Dear Mr. Anderson,
The Vision Iowa Board has inquired about what financial commitment the City of
Dubuque is willing to make to the expansion of the Mississippi River Museum
and Aquarium in furtherance of their application for State funding.
As you are well aware, the City and the Dubuque County Historical Society are
long-time partners and the City looks forward to continuing that partnership.
The City Council has directed City Manager Michael Van Milligen and City
Attorney Barry Lindahl to negotiate an agreement with the Dubuque County
Historical Society to provide a site for the RiverMax theater and to commit to
constructing a City-owned parking ramp of 750 parking spaces in the Port of
Dubuque by the end of the 2010 construction season.
