SUBJECT: Annexation Study Update -- Direction from City Council
The Annexation Study Update provides an analysis of annexation to assist the City in
evaluating future growth and other issues related to annexation. This study is not
considered a plan for annexation. The study does not have any conclusions or specific
recommendations. It does not have a timeline or schedule.
The study is a precursor to the City considering annexation of all or part of individual
areas. The comparative analysis of the 23 study areas provides a prioritization of areas
for future growth and consideration for annexation. Based on the comparative analysis,
prioritization is given to four areas along the City's southern border - Areas H, I, L, M -
and two areas on the north side of Dubuque - Areas Sand W.
Planning Services Manager Laura Carstens is recommending that the City contact the
property owners in these six primary areas to gauge their interest in voluntary
annexation. This would be a six to twelve month process, depending on the willingness
of residents of these areas to have discussions.
The City Council will be considering some annexation implementation Capital
Improvement Projects during the upcoming budget process.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
The purpose of this memorandum is to seek City Council direction with respect to the
Annexation Study Update, as a follow-up to the presentation made by annexation
consultant Bob Veenstra at the December 11, 2006 City Council work session.
Discussion
The Annexation Study Update provides an analysis of annexation to assist the City in
evaluating future growth and other issues related to annexation. The 23 areas included
in the study are shown on the enclosed map. This study is not considered a plan for
annexation. The study does not have any conclusions or specific recommendations. It
does not have a timeline or schedule.

for future growth and consideration for annexation. Based on the comparative analysis,

Recommendation
Staff recommends that the property owners in these six areas be contacted about the
advantages of annexation to Dubuque and the incentives that the City can offer, such a
ten-year transition for the imposition of City property taxes and financing for water and
sanitary sewer extensions. These contacts will allow City staff to gauge the level of
interest in voluntary annexation among the property owners in these areas.
Action Requested
The requested action is for the City Council to provide direction to staff with respect to
the Annexation Study Update.
