Council met at 5:00 P.M. in the Public Library Auditorium
Present: Mayor Buol, Council Members Braig, Cline, Connors, Jones, Lynch, Michalski, City Manager
Van Milligen, City Attorney Lindahl
Mayor Buol read the call and stated this is a special session of the City Council called for the purpose
of reviewing the Annexation Study Update.
Planning Services Manager Laura Carstens introduced Bob Veenstra of Veenstra and Kimm who
provided an overview of the annexation study. He reviewed the objectives of the study which included
determining the relative cost and relative benefits associated with the proposed growth and growth
areas, evaluating the relative cost and benefit of proposed growth areas in relationship to each other,
identifying potential advantages and weaknesses within the proposed growth areas and prioritizing the
potential growth area for further consideration. The study identified 23 separate growth areas which
were grouped into larger geographic areas identified as the southeast area, south area, southwest area
and north area. He explained the analysis criteria included general parameters and a financial analysis
and then reviewed how each of the 23 separate areas ranked in comparison to each other.
There being no further business, Connors moved to adjourn. Seconded by Jones. Motion carried 7-
0. The meeting adjourned at 5:55 P.M.
