Van Milligen, City Manager FROM: Kelly Larson, Human Rights Director DATE: January 16, 2014 SUBJECT: Recommendation for Consultant to Create Collective Impact Volunteering Outreach Strategy INTRODUCTION The purpose of this memo is to forward our recommendation for a consultant to create an outreach strategy for collective impact volunteering under the Volunteer Generation Fund Grant. BACKGROUND At the City Council meeting on January 6, 2013, the Council approved release of a Request for Proposals for a professional consultant to carry out the development of a brand and outreach strategy for collective impact volunteering under the Volunteer Generation Fund Grant. The branding and outreach strategy is part of a larger strategy under the Volunteer Generation Fund grant to engage and recognize volunteers as part of the solution to complex social issues in a community. Our grant pilot has involved bringing together three agencies- the Circles Initiative, Project Concern, and Operation: New View- to use a collective impact model to engage communityvolutneers. In just two months, these three agencies have successfully recruited 134 new volunteers, have retained /managed 121 volunteers, and have recruited two new board members. In addition, they have attended training on best practices in volunteer management and engagement, have shared what they learned with other non - profits through the McCarthy Center for Non - Profit Learning, and have begun to investigate how best to implement these best practices into their own programs. On January 7, we released the RFP, posting it on the City's website and sending it out through e-mail. In response, we received two proposals - one from Plaid Swan and one from Happee Smith Production. On January 15, Maggie Baker, Loras College Iowa Campus Compact, Anderson Sainci, Management Intern, and I met to review the proposals and decide on our recommendation. DISCUSSION Upon reviewing the proposals, we recommend that the City enter into a contract with Plaid Swan to complete the creation of the branding and outreach strategy for the Volunteer Generation Fund Grant. While we are impressed with the work both of these consultants have done locally, we found Plaid Swan's proposal to be most responsive to the requirements we laid out in our request for proposals. They specifically indicated they will work with us to create six different examples of how the logo and tagline they create will be able to be adapted to different social issues- whether that be economic opportunity, community safety, education, disaster preparedness, or others we might identify. In addition, they articulated an understanding of the concept of collective impact and have laid out a clear set of action steps and timeline for each component of the project. Plaid Swan also has demonstrated an interest in this project through their prior professional work with Project Concern and Operation New View. The specific consultants with whom we will be working also have a familiarity with the non - profit landscape in Dubuque, having collectively volunteered for the Dubuque Regional Humane Society, Project Concern, Hospice of Dubuque, the Dubuque Community School District, the Dubuque Area Chamber of Commerce, Girl Scouts of Eastern Iowa, and the Dubuque Independent Football League. RECOMMENDATION We recommend entering into a contract not to exceed $13,000 with Plaid Swan for the creation of the brand and outreach strategy under the Volunteer Generation Fund grant. PROJECT COST - BUDGET IMPACT The $131300 cost for this project is covered through Volunteer Generation Grant funds. Betsy's role in our client relationships is to ensure that benchmarks are met and clients are informed and satisfied with the progress of the project. Most recently Betsy has served as Secretary for the Executive Board for the Dubuque Regional Humane Society. She currently holds a board seat on Potosi Brewery Foundation serving as chair of the marketing committee. Betsy has recently accepted a seat on the Iowa Women's Leadership Conference board. The action plan will include a clear and concise summary of goals, action steps, tracking, benchmarks and budgets for the strategic effort. The strategy of this type of project can be daunting as so many people need to play a role and play it well for success. Objective A — Identify target volunteer audiences to determine if current target is viable for growth of the program.
