Introduction
The purpose of this memo is to request approval for submittal of a National Endowment
for the Arts (NEA) Our Town grant.
Discussion
Recently the NEA announced another round of funding through the Our Town Grant
program. This program provides funding to promote arts and cultural activities and to
assist communities with creative placemaking. In 2011 the city collaborated with
Dubuque Main Street to successfully submit an Our Town Grant application to support
art activities in the Historic Millwork District.
Attached is an application prepared by Dan LoBianco, Executive Director of Dubuque
Main Street and myself requesting $185,000 in NEA Our Town funding for the Dubuque
Transformed: A Year of Creative Placemaking Campaign. This campaign is a
comprehensive effort to engage Dubuque citizens as art advocates in transforming
everyday spaces in downtown into creative places and to build social capital. The
campaign will work with local partners to design creative placemaking kits that include
tools to help design creative places throughout downtown and use the arts to promote
Dubuque as a welcoming and inclusive community. This initiative will include
placemaking workshops as well as build upon existing venues or events so that they
reach greater artistic heights, redefine sense of place and engage the young or young
at heart in rethinking what makes a community viable.
This project will also engage our economic development and tourism partners to launch
a creative placemaking website for local artists and event organizers to upload their
ideas or special event. This site will feature a video series and support a social media
campaign around creative placemaking that can be used to promote our region as an
artist hub and cultural corridor. Lastly the application includes funding for the Together
We Are One art initiative.
Attached is the application that was submitted by the city on behalf of Dubuque Main
Street along with the necessary attachments including a letter of support from Mayor
Buol. Should the city and Dubuque Main Street be fortunate to received funding, this
grant will be jointly administered by Dan LoBianco and the city's Arts Coordinator
position.
Recommendation
I recommend approval of the attached application for an NEA Our Town Grant.

City of Dubuque /Dubuque Main Street Organizational Background Statement
Dubuque is a progressive, sustainable city with a strong, diversified economy and expanding global
connections. It is an inclusive community celebrating culture and heritage and has actively preserved
itself as the "Masterpiece on the Mississippi." Our five -year community goals include economic
prosperity, environmental /ecological integrity and social /cultural vibrancy. Objects included in our
social /cultural vibrancy goal are 1) Increase the mutual understanding, knowledge and acceptance of
others different than me; 2) Continue to become an inclusive community in which all feel welcome and
included; and 3) Become a regional hub for arts and culture.
Dubuque is becoming a cultural hub for the region. The city's population is approximately 60,000, but
draws tens of thousands of residents from dozens of rural communities in eastern Iowa, southwestern
Wisconsin and northwestern Illinois. Dubuque is well known for its natural beauty and, in particular, the
historic architecture that makes up much of the downtown, including the city's Downtown Cultural
Corridor, the State's first Cultural District. Dynamic public /private partnerships paired with citizen -led
visioning have successfully launched a cultural renaissance in Dubuque for the past decade landing the
city numerous awards and designations recognizing its contributions to arts and culture, including Iowa
Great Places, three All- America City Awards in six years, the Most Livable Small City and 110 Best
Communities for Music Education.
The arts and cultural community plays an essential role in Dubuque's economy and social infrastructure
as the city has awarded more than $2 million in grant funding to arts and cultural organizations since
2005, with a local economic impact of $22 million per year. Dubuque is poised to build upon strong
partnerships once again to embark on the next phase of regional arts and culture place- making through
The Year of Creative Placemaking — a community livability, vitality and inclusivity project.
Dubuque Main Street (DMS) /Downtown Dubuque Cultural Corridor (DDCC) is a not - for - profit
organization dedicated to the development and ongoing support of a vibrant downtown. As the longest -
standing Urban Main Street program in the United States, DMS /DDCC serves a 90- square block cultural
district, with unique districts /neighborhoods within this large cultural district. DMS /DDCC is the only
local entity that provides support of downtown arts, culture and festivals with the goal of increasing
sales and tourism and enriching community life through opportunities for equitable access to arts and
arts education. DMS co- sponsors 20
outdoor festivals held in the Cultural Corridor, annually, and prides itself on an impeccable 28 -year
record of downtown festivals and cultural programming that attracts 40,000 people to Dubuque each
year including: the longest running One -Act Playwriting competition in the United States; Dubuque...
And All That Jazz outdoor concert series; Dubuque Farmers' Market, Iowa's oldest open air market;
Architecture Days free arts and educational programming; and the Fall Into Art Gallery Tour in the
Cultural Corridor.
The City of Dubuque and DMS /DDCC formed an active partnership through a purchase of service
agreement in 1985 at DMS /DDCC's inception. Together, the partners have generated over $600 million
in downtown Dubuque investment through private building redevelopment and historic preservation.
Including public improvement projects, that number is over $700 million spent in the corridor.
DMS /DDCC and the City Dubuque are committed to nurturing the growth of artistic and cultural
vibrancy in Dubuque's city center through place -based planning, engagement and design — ultimately
helping to develop a district celebrated for its livability, arts community and vibrant culture.
City of Dubuque /Dubuque Main Street project narrative
a. Budget — The City of Dubuque, in partnership with the not - for - profit organization Dubuque Main
Street /Downtown Dubuque Cultural Corridor (DMS /DDCC), requests $185,000 in NEA funding to
support the $951,355 Dubuque Transformed: A Year of Creative Placemaking campaign.
This project budget includes $50,000 for the design, development and implementation of creative
placemaking toolkits for use by artists, citizens, festival organizers, local businesses, schools non-
profits and local government to implement amenities that promote the arts and establish vibrant,
healthy places where people want to gather; $60,000 to engage artists /art organizations to
implement new and enhance existing events by incorporating creative placemaking concepts into
the event; $55,000 to develop and implement a creative placemaking website for local artists and a
creative placemaking video /social media campaign to promote the social, economic and
environmental benefits of creative placemaking; and $20,000 to support creative placemaking in the
design of the Together We Are One public art park.
b. Major Project Activities
The arts and cultural community plays an important role in Dubuque's economy and social
infrastructure and have been a top priority for the City council since 2004. The City of Dubuque,
along with support of our Arts Commission, individual citizens and numerous arts and cultural
organizations, have helped make Dubuque a growing creative and attractive place to live and work.
Since the establishment of the Arts and Cultural Advisory Commission in 2004, the City of Dubuque
has invested over $2.3 million dollars in funding for the arts.
As past recipients of NEA Our Town Funding, Dubuque has demonstrated its ability to effectively
leverage grant funding into successful art projects with long -term impact. Our previous grant effort,
Arts in the District, focused on initiating new art events and the planning/development of a cultural
facility located in our Historic Millwork District. This project was a success and a by- product resulted
a local movement to help citizens understand the economic value of arts in a community. This
momentum led to Dubuque being selected for a national study on the local impact of arts. Over 44
nonprofit arts and cultural organizations participated in our study which showed that collectively the
arts is a $47 million a year industry in Dubuque which employs over 1,500 full -time equivalent jobs
and generates over $36 million in household income.
The Year of Creative Placemaking campaign will build upon this success by engaging citizens as art
advocates. The true value of art goes far beyond its economic impact, it contributes to the heart and
soul of a community. Who better to create this than the citizens of Dubuque and a Year of Creative
Placemaking will be their tapestry.
Dubuque Transformed The Year of Creative Placemaking campaign will:
1. Work with local partners and artists to design Creative Placemaking kits and undertake a
Creative Placemaking community campaign with these kits. DMS /DDCC will work with local partners
and designers to create kits that include tools to guide citizens through the placemaking experience
and help them liberate their idea into reality. These kits will encourage citizens and visitors to help
us design creative places and experiences throughout our community that can promote Dubuque as
a welcoming and inclusive community through the arts.
2. Work with art nonprofits to organize creative placemaking events: This will include placemaking
workshops, neighborhood events, as well as build upon and enhance existing venues so that they
reach greater artistic heights and redefine sense of place. To promote our community goal of
creating a viable, livable and equitable community through placemaking; and engages young minds
in rethinking what makes a community viable.
3. Engage our economic development and tourism partners to launch a creative placemaking
website for local artists and event organizers to upload their ideas or special event and serve as a
24/7 information desk on arts happenings in our community. These venue will also provide a
platform to create a video series and social media campaign around creative placemaking that can
be used to promote our region as an artist and cultural corridor. This campaign, along with the
other materials designed, can serve as a model for other communities wanting to promote the arts.
4. Create an opportunity to unite citizens to create a commemorative park that symbolizes the
ripple each citizen creates. The proposed park is designed and inspired by the experiences of citizens
who traveled to receive a national award for community engagement. The goal of the community
project is to create a place that will visibly inspire, educate, and provide people an opportunity to
quietly reflect or interact with others about the meaning of the "ripple" concept. All who visit —
regardless of age, income, or ethnicity, will be able to experience and learn about the impact we can
have in the way we choose to lead our lives. Various installations in the park will capture those
messages in a variety of ways and hopefully, will provoke profound discussion, reflection, and
meditation. The design of the park represents the pinnacle of placemaking by creating a venue for
people to gather.
Outcome(s) and Measurements
Dubuque Transformed: A Year of Creative Placemaking campaign will enhance the livability of the
Dubuque community by engaging over 100 Iocal artists, at least 25 arts organizations, and
thousands of citizens in a variety of diverse arts events focused around creative placemaking. The
project will facilitate the connection of citizens, artists, students, businesses, institutions and local
government around creating spaces that are interesting, fun, inviting and welcoming to all in the
community. Quantitative outcomes measurements include: event data, participant data, and
economic impact analysis for art events and outreach data from social media campaign. Qualitative
outcome include measuring key drivers to community attachment including: assessment of social
offerings, aesthetics and increased social capital as a result of the Creative Placemaking campaign.
c. Schedule of key project dates by month or quarter
Oct. 2014— Dec. 2014: DMS /DDCC will coordinate meetings with our partners around design and
development of all components of this project. Included in this phase will be design of the
placemaking kit, engaging local artists on design of the website, storyboarding the video series and
social media campaign and inventorying of video footage. Local art partners will finalize plans for
their placemaking events. Together We Are One project begins community engagement and
continues local fundraising.
Jan. 2015 — March 2015: DMS /DDCC will continue the engagement process with art organizations
to discuss community outreach strategy, production of placemaking will begin, website will be
complete and a workshop held to train local art organizations on use of website. RSTC, DuMA and
JDIFF hold creative placemaking events, Together We Are One begins final design and bidding phase.
April 2015 —June 2015: DMS /DDCC launches public creative placemaking kits and hosts series of
placemaking workshops in community. Creative placemaking video series launched at JDIFF,
placemaking website and online social media campaign begins. DMS /DDCC will begin collection of
data analysis and outcomes. DMS /DDCC and partners develop sustainability plan for project
components.
July 2015 — Sept. 2015: DMS /DDCC in partnership with MATTER hosts free community Creativity
Expo, DMS /DDCC finalizes data collection and analysis and submits final report to NEA; analysis data
will be presented to the City Council and made available to the public via print and online media.
d. Partners, key organizations, individuals and works of art
Lead partners City of Dubuque and DMS /DDCC will commit funding and staff resources to
coordinate and manage the components of the project and secure additional funding sources. The
remaining partners were selected because of their highly successful project histories and
commitment to making our community and in particular our cultural corridor a vibrant, livable arts
community. All partners have previously participated in partnership with DMS /DDCC.
Dubuque Area Convention and Visitors Bureau, since 1979 has been the leading organization for
tourism destination promotion and development to enhance and expand the Dubuque area
experience.
Dubuque Museum of Art, is a leading cultural organization in the city of Dubuque. The Museum is
Iowa's oldest cultural institution and a nationally- accredited museum that has over 140 years'
experience in bringing quality and affordable cultural experiences to our diverse community.
Rising Star Theatre Company, a 501 c3 theatre company specializing in varied theatre study
opportunities for youth, including low- income and special needs youth.
Julien Dubuque International Film Festival, an Indie film company committed to showcasing
international films in the district in partnership with the acclaimed Beloit International Film
Festival.
Matter Creative Center, a 501c3 arts education organization committed to providing free arts
courses /programming for over 5,000 citizens annually and the Creativity Matters Expo.
Happee Smith Productions, a full -house production company that specializes in Audio /Video
Production and Web Development. Recent projects include the All- America City Documentary and
Access Your Future recruitment video.
Geri Shafer, Arts Management Consultant managing the Together We Are One Project. She
previously served as a City Arts Commissioner and former Executive Director of Dubuque Museum
of Art.
e. The target community. Dubuque, a major metropolitan city in the tri -state area, is a
cultural hub for of dozens of rural communities in the Tri -state region. With this extended
community in mind, we estimate that our activities will engage hundreds of professional artists
& designers, over 25 arts organizations, 30,000 participants directly, local viewing audience of
150,000, 4 -state regional tourism audience of over 1.9 million people, an online audience of over
120,000 and social media audience on Pinterest, Facebook and Twitter.
f. National Historic Preservation Act. The City of Dubuque is the oldest city in Iowa and is home to five
designated historic districts, nine local and two national historic landmarks, and 45 structures listed
on the historic register. In addition, Dubuque has aggressively surveyed nearly 5,000 structures in
our historic and conservation districts to inventory their significance. Documentation showing NEPA
and NHPA compliance is shown on attachment 11 and includes information on the proposed
location for the Together We Are One public art park.
g. Plans for promoting, publicizing and /or disseminating project activities. We will promote and
publicize this project using digital media, social media channels, traditional
print media, local and regional billboards, and local television /radio outlets.
h. Plans for documenting, evaluating and disseminating the project results. A final report,
prepared in collaboration with DMS /DDCC and core partners, will document outcomes in artist
engagement, square feet of cultural space created, visitor counts and livability scores. These
results will be distributed to all participating partners and city leadership and made available to
the public through print, social and digital media.

Laura Carstens, As Planning Services Manager for the City of Dubuque, Iowa, Laura Carstens is
responsible for development services, city planning, and historic preservation. She also manages long
and short range planning, grant writing, and grant administration for the community, riverfront,
downtown, complete streets, trails and wayfinding sign systems, annexation, watersheds, and other
special areas. Previously, she worked as Economic Development Director for Maquoketa, Iowa and
Community Renewal Coordinator in Decatur, Illinois. She holds a B.S. in Environmental Studies from
Millikin University in Decatur, Illinois, and an M.A. in Environmental Planning from the University of
Illinois - Springfield.
Michael Coty is always inspired by the journey of a great movie. "Film has never been something to
watch, it has always been something to experience. Ultimately it is within that experience that we
explore our world and our relation to it; uniquely through the eyes of another and without the
consequences." Michael became involved with film in 2005 while co- producing a short film called
SADDLED. This lead to organizing a high school film competition called GET REEL in 2007 whose success
led to an expanded program in 2009. In 2011, Michael co- founded the Julien Dubuque International Film
Festival and currently serves as its Executive Director.
Jordan Degree is founder and Executive Director of Matter Creative Center. His former work
experience includes serving as English Department Chair at Big Picture High School in Chicago
and Instructional Leader at the Colorado Outdoor Education Center. Jordan was appointed by the
governor to serve on the Iowa Commission on Volunteer Service, and serves locally on the
Carnegie Stout Public Library Art Subcommittee, the Fall Into Art Downtown Gallery Tour Committee,
and the Optimist Club board of directors. He has formerly served on the Every Child Every Promise Out
of School Time Committee and the University of Wisconsin - Platteville Nohr Gallery Committee.
Nic Haider, Co- Founder and Current Producing Artistic Director of Rising Star Theatre Company, is
currently working on his dissertation to complete a Doctorate in Theatre Arts through Texas Tech
University. He oversees the day -to -day operations of the company. Nicholas has been directing
productions in the area for over nine years including: Urinetown, Hairspray, Joseph and the Amazing
Technicolor Dreamcoat, and Into the Woods, among others. Outside of Dubuque, he has worked and
studied across the United States and abroad at such theatres as Arizona Theatre Company and Teatr
Wybrzeze in Poland. Nicholas also serves as a speech coach at Dubuque Senior High School, as well as
works in the Visual and Performing Arts program at Washington Middle School.
Maurice Jones, City of Dubuque Economic Development Director, develops, manages, coordinates, and
supervise programs to meet the social, economic, and physical development needs of the Dubuque
community. He was previously a managing partner with Paratus Scientia, LLC, a strategic organizational
design and development firm. Previously, Maurice spent two years as the Bureau Chief /Director of
Planning and Development for the Cook County, Illinois and the economic development officer for the
Louisville Economic Development Authority, for the Louisville, Kentucky metropolitan government. Prior
to his time in Louisville, Maurice worked for the City of Shelbyville, Kentucky, as community and
economic development coordinator. Maurice holds a Bachelor of Arts Degree in Political Science from
the University of Louisville.
Taylor Kellogg is the Director of Marketing for the Dubuque Area Convention & Visitors Bureau (CVB).
She is responsible for creating and maintaining the annual CVB media buy as well as developing creative
advertising, establishing Dubuque as a premier destination for travel. Kellogg is a graduate of Clarke
University and has a strong background in marketing, communication and graphic design. Her work with
the CVB has allowed Dubuque to win awards from the State Tourism Office for Outstanding Marketing
Collateral in 2010 & 2013. Prior to employment with the CVB, Kellogg was Vice President of Marketing
for the Dubuque Area Chamber of Commerce.
Dan LoBianco, Executive Director of Dubuque Main Street, Ltd., is certified in downtown
management by the National Main Street Center & the National Trust for Historic Preservation. Dan
manages the Downtown Dubuque Cultural Corridor, a subsidiary of DMS and one of Iowa's
inaugural official culture and entertainment districts. He is member of the City's Economic
Development Stakeholder Team; the Downtown Dubuque Master Plan Implementation Committee;
the Greater Dubuque Development Corporation's Economic Development /Marketing Coordination
Group; the Rising Star Theatre Company Board, the Dubuque Cultural Alliance and more.
Paula Murray- Hopkins
Is presently General Manager and Art Director of Happee Smith Productions, LLC. Born in Washington
D.C. to parents that worked for the FBI - they landed in Dubuque, IA where she attained a Bachelor of
Fine Arts degree from Clarke College (now Clarke University). Her career as an artist has spanned nearly
40 years with 20 of those years as Art Director. She has earned numerous awards, recognitions, and
entry into juried art exhibits both locally, regionally and nationally. Since being elected to one of the fine
arts boards in Dubuque when she was 16, she has been an active advocate of the arts. She likes sock
monkeys - cause she has to.
Keith Rahe is President & CEO of the Dubuque Area Convention & Visitors Bureau. His responsibilities
include the program implementation of the CVB's adopted business plan including marketing Dubuque
and the surrounding area as a destination for families, individuals, meeting planners, group tour
operators and event attendees. Rahe is a graduate of Iowa State University. He has been involved with
the Field of Dreams, it's world famous ambassadors the Ghost Players and the National Farm Toy
Museum in Dyersville, IA and the many events that these two attractions have hosted over the last 24
years. Rahe has extensive experience with event coordination in the United States and across the world.
Some of these would include 17 years of Ghost Players tours, the Dubuque Grand Excursion, America's
River Festival, RAGBRAI in 2007 and 2010.
Christie Rang, Program Specialist of Dubuque Main Street, Ltd., coordinates arts programming for the
Downtown Dubuque Cultural Corridor, a subsidiary of DMS. She administers DMS's arts and cultural
events including Architecture Days, the Dubuque... and All That jazz! Summer Concert Series, and the
Fall Into Art Gallery Tour, and provides assistance to community arts events and festivals in the Town
Clock Plaza. She is a member of the Dubuque Convention & Visitor's Bureau Advisory Committee, and
co- founder of the Downtown Dubuque Business Improvement Network.
Geri Shafer, an arts management consultant, partners with arts and cultural organizations, non - profits,
businesses, and government agencies to create integrated solutions for public /private partnerships,
strategic corporate philanthropic practices, and effective board practices. She is currently the Co-
Director of the "Together We are One Dubuque and We are a Ripple," public park project, a Director
with Voices from the Warehouse District, the former Director of the Dubuque Museum of Art. While
there she led the Museum through its first -time accreditation process with the American Association of
Museums. Geri currently serves on the City of Dubuque's Art on the River Committee, the Dubuque Area
Convention and Visitors Bureau Advisory Committee, its Arts and Culture Subcommittee, and the
University of Dubuque's Collection Management and Bisignano Art Gallery Committees. She served on
the City of Dubuque's Arts and Cultural Affairs Advisory Commission for six years — two years as Chair.
Geri holds a BA in Art History Magna cum Laude from Drake University, Des Moines, IA and an MA in
Arts Management from California State University, Sacramento, Sacramento, CA.
Cindy Steinhauser, Assistant City Manager, has worked for the City of Dubuque since 1995.
Her current projects include implementation of the Downtown Master Plan, Historic
Millwork District Revitalization Strategy and the Sustainable Dubuque Initiative. Cindy
coordinated the City's Arts Task Force initiative in 2004 which led to the development of a
Cultural Corridor designation, establishment of a city Arts Commission, Art on the River public
art exhibit and the creation of operating and special project art grants. She serves on the Board of
Directors for Dubuque Main Street, Matter, Rising Star Theatre, JDIFF and the Dubuque Area Convention
and Visitors Bureau.
Bill Smith is President and Creative Director of Happee Smith Productions, LLC. HSP is a full- service
advertising agency specializing in the development and production of high -end video, animation and
digital design. Born in Evanston, Illinois, Bill attended the University of Wisconsin - Platteville where he
majored in broadcast sciences. Bill's career has spanned nearly 30 years. He has worked in both the
radio and television industries as a producer, writer and talent before becoming a partner and now
owner of Happee Smith Productions. He has earned over 250 local and regional Addy Awards, several
Telly and other industry awards and is active in supporting the arts in his local community. He also is
fond of sock monkeys.
Gene Tully is a metal sculptor and artist creating work in a studio in the Historic Millwork District in
Dubuque, IA. He works diligently as an arts advocate and is the founder and director of Voices From the
Warehouse District, an annual, month long art exposition in the Dubuque's Historic Millwork District.
Gene has been a consultant to the city on numerous occasions, including as a delegate to the All
American City competition, and as a member of The City of Dubuque's Art On The River Committee.
Mark Wahlert is the Executive Director for the Dubuque Museum of Art in Dubuque, Iowa. He has
nearly twenty -five years of experience working in the arts and museums and has a M.A. from The
George Washington University in Washington, D.C. in Museum Studies with a dual focus on museum
administration and American decorative arts. He has previously worked for the National Mississippi
River Museum & Aquarium in Dubuque, the Smithsonian Institution's National Museum of American
History in Washington, D.C. and the Minnesota Orchestra in Minneapolis. He currently serves on the Art
On The River committee in Dubuque and is a board member and past vice president of the Dubuque
County Fine Arts Society. He has also previously served as commissioner and chair for the City of
Dubuque's Arts & Cultural Affairs Advisory Commission. Mark received his undergraduate degree from
St. Olaf College in Northfield, Minnesota where his studies focused on history and art including a year
abroad studying Asian art and culture in Japan, Taiwan, China and Thailand.
City of Dubuque Arts Coordinator, due to a recent retirement this position is currently in the process of
being filled. It is anticipated that one of the highly qualified candidates currently being interviewed will
provide support to DMS /DDCC for this project. This person reports directly to the city of Dubuque
Economic Development Coordinator and this position is primarily responsible for providing support for
the city's arts and cultural affairs activities, including promotion and administration of the city's arts and
culture operating and project support grants, management of Art on the River, an outdoor sculpture

Mission /purpose of your organization:
Downtown Dubuque Cultural Corridor (DDCC) is a not- for - profit 501 (c) (3) organization that offers year- round,
free, diverse arts and culture programming to the entire community. DDCC staff and board of directors believe
access to, and participation in, fine arts exploration and historic preservation enriches minds and strengthens
the community both socially and economically. DDCC acts as an agent of cultural advocacy committed to the
promotion, support, and retention of fine arts programming for downtown.
Briefly describe your organization's involvement in planning and executing the project including programming,
management, finances, and any responsibilities for matching the Arts Endowment's grant. Be specific; do not
provide a general statement of support for the project. Use this space only.
On behalf of the City, Dubuque Main Street (DMS) /Downtown Dubuque Cultural Corridor (DDCC) will serve
as the coordinator for all the components identified in this application. This project involves working with
multiple partners to create a highly livable and engaged arts - focused community. As the coordinating partner,
we will organize the interrelationships of the diverse placemaking components identified in this application
and lead all community engagement initiatives. We will secure and moderate the selection, use, and
development of the various venues for each element and partner activity.
DMS /DDCC serves a 90- square block cultural district, with unique districts /neighborhoods and all activities
will occur within our cultural corridor. Given our breadth of expertise we will serve as coordinators for the
meetings, festivals, events, and installations and assist our partners in implementation of their project
components including special events and the park project. Production of the Creative Placemaking Kit, video
(s) and social media campaign will be a joint effort between DMS and the Dubuque Area Convention and
Visitors Bureau. Finally, DMS /DDCC will be responsible for all submittals of receipts, invoices, and other
documentation for accuracy and appropriateness per our grant commitment/requirements on behalf of the
City.
