Enclosed is the memo from Theresa Caldwell, Vice Chairperson Community Development Advisory Commission (CDAC), presenting the CDAC recommendation for FY 2015 Purchase of Service funding. The FY 2015 recommendation is to fund thirteen (13) projects at a cost of $99,400 is a 9% increase over the $91,289 provided to fund twelve (12) projects in FY 2014. The applications from Opening Doors, Maria House and Project Concern, Information and Referral are eligible for funding from CDBG and would be subject to the Public Service Cap. This memo presents the Commission's funding recommendations. Background: The City Council approved in April 2012 a funding review process for Purchase of Services Grants (POSG) for FY2014. The purpose of the program is to provide support for human services programs that further the City's goals, objectives and priorities. The applicants were required to meet human service goals from the Comprehensive Plan and /or the City's vision, mission, goals and objectives. The grant process allowed applicants to request no less than $2,500 and no more than $25,000 per program. In order to encourage sustainability of the program, the grants support a maximum of 75% of the program costs and applicants can receive funding for no more than four consecutive years. The POSG will include general and CDBG funding requests. Priority funding was given to new or expanded programming, although existing programs can be funded. Organizations who applied attended a grant writing workshop prior to submitting an application. Discussion: The Community Development Advisory Commission reviewed the Subcommittee's rankings and evaluations at their meeting on November 13, 2013. As summarized below, the Commission recommends funding for ten (10) projects at a cost of $64,400. 1 Opening Doors, Four Mounds HEART Program, and Matter (formerly Dubuque Art Center) were approved in FY 2013 for three years of recurring funding. The $35,000 to fund these three programs is in addition to the recommended budget of $64,400, for a total of $99,400. The recommended to fund thirteen (13) projects at a cost of $99,400 in FY 2015 is a 9% increase over the $91,289 provided to fund twelve (12) projects in FY 2014. Applications were scored by the Purchase of Services, Grant Subcommittee based on how well the applications met grant criteria. Scored applications were then ranked based upon the score and the understanding of the need for the services in the community. The Commission proposed an increase in funding for the Dubuque Community YMCA/YWCA Domestic Violence Program because state funding for that program has been cut and is not expected to resume. The chart below summarizes the Commission's funding recommendation. Purchase of Service Grant Application announcements were emailed and mailed to area non - profits, a news release was issued through the City of Dubuque, and the announcement was posted on the Housing & Community Development website and Facebook page. POSG training was offered on September 19th and September 23rd. The training was designed to familiarize applicants with the POSG application process and the City of Dubuque Goals and Priorities set by the City Council. A Purchase of Services Grant Subcommittee was established at the September 4, 2013 Community Development Advisory Commission meeting. The Subcommittee members include: CDAC Commissioner Tom Wainwright; CDAC Commissioner Janice Craddieth; CDAC Commissioner David Shaw; and City of Dubuque Human Relations Specialist Manisha Paudel. Erica Haugen, Community Development Specialist, attended all POSG Subcommittee meetings and provided technical assistance and support through the review, scoring, and ranking process. The POSG Subcommittee met on October 30th and heard presentations from applicants. The subcommittee met on November 4th to review, score, and rank the applications. (Chart C) Applications were ranked based on scores determined by how well the application met grant criteria and the subcommittee member's understanding of the need for the services in the community. Page 2of10 Fourteen (14) applications were received by the October 10th deadline. Of these applications, twelve (12) were scored and ranked by the POSG Subcommittee. Two (2) applications did not receive ranking because the City Council agree in to fund the agencies for three years beginning in FY13. (Four Mounds HEART program in the amount of $5000 and Opening Doors in the amount of $15,000.) Matter, formerly Dubuque Art Center, is also funded for three years beginning in FY 13 in the amount of $15,000 and was not ranked. Funding awards were based on the application meeting grant criteria and the subcommittee's understanding of the need for the service in the community. The subcommittee made an attempt to fund as many agencies as possible; however the applications form Goodwill Industries and Rising Star Theatre Company were not awarded funding. Both of these applications offered projects that were eligible for funding; however, due to limited funds not all applications received awards. The amount of funding available for Purchase of Service was not determined by the Budget Department for FY 2015. Subcommittee members were instructed to provide a recommendation for funding based on FY 14 budget of $91,289.00. The POSG Subcommittee recommended funding thirteen (13) projects at a cost of $94,400. This is a 3% increase over the FY14 funding amount of $91,289 that funded twelve (12) projects. Page 3 of 10 Community Development Advisory Commission POSG Review The Community Development Advisory Commission (CDAC) met on November 13, 2013 and reviewed the POSG Subcommittee funding recommendation. The CDAC members discussed increasing funding for the Dubuque Community YMCA /YWCA Victim Services Shelter based on the recognition this program provides a much needed service in the community and because the state funding for the program was drastically reduced this fiscal year and is not expected to resume. Alvin Nash suggested the CDAC increase the POSG allocation. The recommendation from the CDAC raised the POSG grant award recommendation for the Dubuque Community YMCA /YWCA Victim Services shelter from $10,000 to $15,000. Applications for Four Mounds Foundation, Opening Doors, and Matter (formerly Dubuque Art Center) were not ranked because City Council had awarded funding for a three year term, beginning in FY13. The members of the POSG Subcommittee were provided with copies of the full POSG applications as submitted by applicants. Full applications were available to CDAC Commissioners upon request. The summaries listed below were provided during the CDAC POSG Review meeting on November 13, 2013 to aid in discussion. Dubuque Community YMCA/YWCA Program: New Beginnings Victim Services Shelter The Dubuque Community Y's Victim Services Shelter, provides domestic violence victims who are in danger to receive crisis intervention services for 30 days. Their primary purpose is to ensure safety. They sheltered 115 victims (62 adults and 53 children) last year. 93% of those served were from Dubuque County. Grant Request: $25,000 in funding for operational costs due to loss of state funding for the shelter. As of July 1, 2013 the State of Iowa discontinued $190,000 in federal crime victim funding for the shelter. CDAC Funding Recommendation: $15,000 POSG Subcommittee Score: 91.25 New or expanded program: No Council Goal /Objective /Priority: - Safe Community Initiative - Self- sufficiency and sustainability for individuals and families Retired and Senior Volunteer Program (RSVP) thru Finley Hospital Program: Retired and Senior Volunteer Program (RSVP) RSVP Dubuque County is sponsored by Finley Hospital. They provides volunteers ages 55 and older with opportunities to serve in the areas of education, environmental stewardships, economic opportunity, disaster preparedness and capacity building and other community priorities outlined by their federal sponsor, the Corporation for National and Community Service. A total of 350 senior volunteers provide a variety of services to over 35 community organizations and to homebound seniors, children and families, persons with disabilities and the economically disadvantaged. Grant Request: $7,500 to fund two program interns at 200 hours each and approximately ten percent of the RSVP Director's time and additional staff support costs. Program inters will focus on expanding volunteer recruitment and working under the areas of disaster preparedness and service to veterans and military families. CDAC Funding Recommendation: $7,500 POSG Subcommittee Score: 91.25 New or expanded program: No Council Goal /Objectives /Priorities: Human Services Goals Page 6 of 10 - To promote optimum services to meet food, clothing, shelter, transportation, and other basic needs. - To promote optimum healthcare services for community residents - To promote optimum income security and economic opportunity for community residents. Project Concern Program: 2 -1 -1 Information and Referral Program to connect people with services, agencies and volunteer opportunities through the 2 -1 -1 telephone line. The program is staffed by trained information specialists who provide free assistance to callers 24 hours a day, 7 days a week. The assistance is designed to help residents meet immediate needs and direct them to community resources. Grant Request: $25,000 is requested to cover 20% of the operating costs of the program. CDAC Funding Recommendation: $10,000 POSG Subcommittee Score: 88.75 New or expanded program: No Council Goal /Objectives /Priorities: - Dubuque as a welcoming, inclusive community - Washington Neighborhood Strategy - Economic Prosperity Hillcrest Family Services Program: Crisis Stabilization Program Program consists of telephonic and face to face urgent /crisis mental health counseling. Telephonic counseling services are available 24/7 in addition to weekday walk -in /drop -in appointments with master's level therapist and peer support specialists available. Grant Request: $24,165 to cover the cost of providing services and program. CDAC Funding Recommendation: $2,500 POSG Subcommittee Score: 86.25 New or expanded program: No Council Goal /Objectives /Priorities: - Save Community Initiative - Greater Dubuque Development Support (Economic Prosperity) Bell Tower Productions Program: Youth Theater Program The Youth Theater program consists of two projects; Kids Take the Stage which provides classes for kids in kindergarten through 8th grade (275 served in 2012); and Free Summer Musical which provides children ages 7 to 18 to create a musical and also perform (200 served in 2012). 3000 kids and families are served each year. Grant Request: $9,904 to cover program costs. CDAC Funding Recommendation: $4,000 POSG Subcommittee Score: 85 Page 7 of 10 New or expanded program: No Council Goal /Objectives /Priorities: - Top Priorities /Arts and Culture Organizations - Human Services Goal 2 Social Cultural Vibrancy Project Concern Program: Foster Grandparent Program The Foster Grandparent program is a National Service program through the Dubuque National Service Partnership in which low income seniors volunteer a minimum of 15 hours a week to mentor children with special needs at schools, Head Start, preschools, residential homes or other assigned sites. Volunteers are paid a minimum stipend. Last year 35 Foster Grandparents served a total of 393 children and volunteered for a total of 28,400 hours — an average of 72 hours of mentoring for each child. Grant Request: $8,403.00 for operating costs for the program. CDAC Funding Recommendation: $8,400 POSG Subcommittee Score: 85 New or expanded program: No Council Goal /Objectives /Priorities: - Social /Cultural Vibrancy - Partnering for a Better Dubuque - Economic Prosperity Riverview Center Program: Dubuque Sexual Assault Therapist The Riverview Center is applying to partially fund a Sexual Assault Therapist working in the Dubuque office. Riverview provides comprehensive, free, confidential, and specialized prevention and intervention services for child, teen, and adult survivors of sexual assault /abuse. The program served 167 survivors of sexual assault last year and provides a 24 -hour crisis hotline, therapy, legal and medical advocacy, violence prevention education, and professional trainings. Grant Request: $25,000 to sustain to two full time therapist positions while additional funds are being sought. The Riverview Center has ongoing funding for one therapist but additional sources of funding are needed to sustain the other full time position. The Crime Victim Assistance Division has shifted federal and state funding for sexual assault services so Dubuque's region is now in a fifteen county area served by one agency with fewer funds than in the past. Grant request: $25,000 to support Sexual Assault Therapist position. CDAC Funding Recommendation: $7,000 POSG Subcommittee Score: 85 New or expanded program: No Council Goal /Objectives /Priorities: - Human Service Goal #1- To promote optimum health care services for community residents by supporting services to improve mental health treatment. - Human Service Goal #3 — to promote optimum individual and community safety by addressing the connection between mental health, substance abuse, and public safety, emphasizing Page 8 of 10 prevention and coordination of treatment for continuity of care. Lutheran Services in Iowa Program: Dubuque Community Wrap Around Services The program began in 2012 through an agreement with the Dubuque Community School District to assist families address issues related to behavior, truancy and student achievement by providing in- home services on a variety of topics including parenting, behavioral issues, referral to community resources and skills sessions. Services are provided to families and students (preschool through grade 12) at no cost to the family. Program services are for uninsured and under - insured families who otherwise could not afford services. Grant Request: $25,000 to provide wraparound services to meet the current demands in the Dubuque public schools. The 8 -week program focuses on life -long learning and service enriched by nature, environmental stewardship, and career exploration. Youth complete hands on environmental service - learning, volunteering, research, reflection, environmental literacy, and group educational activities. Grant Request: $25,000 for program operating costs. Life Skills curriculum is taught by a Certified Community Prevention Specialist and is designed to empower students to avoid drug and alcohol use. Students work closely with staff members on all areas of production, both on and off - stage. The goal is to expand offerings to include a mentorship program for musicians wishing to be a part of the pit orchestra for productions.
