Planning Services Manager Laura Carstens is requesting City Council approval of

Introduction
The Dubuque Metropolitan Area Transportation Study (DMATS) has awarded grants for
12 speed shields and 14 trail counters to the City of Dubuque and Dubuque County.
Discussion
The grants are from the DMATS Surface Transportation Program (STP) funds, with
local match from the Dubuque County Engineer's Office. There is no budget impact to
the City of Dubuque for the DMATS grants.
The speed shields are used to alert motorists to their travel speeds and improve traffic
safety. The 12 speed shields will be distributed as follows: 4 for the City Police
Department, 4 for the County Engineer, and 4 for the County Sheriff's Office. The cost
of a speed shield is estimated at $2,500. The DMATS STP grant is for $24,000 (80 %),
with $6,000 (20 %) local match from the County Engineer's Office. The $30,000 total
funds will be divided equally among the 3 agencies.
Trail counters will provide data on the number of users on the City and County bike /hike
trail systems. The 14 bike trail counters will be split equally between the City Leisure
Services Department and the County Conservation Board with 7 to each entity. The
DMATS STP grant is for a total of $12,000 with $10,000 (80 %) from STP funding and
$2,000 (20 %) local match from the County Engineer's Office.
Requested Action
The grant applications were submitted prior to the City Council's review and approval to
meet DMATS deadlines. The requested action is for the City Council to approve the
DMATS grants awarded to the City of Dubuque for speed shields and trail counters.
