1. Approve Minutes of October 30, 2006 Meeting
Motion by Wertzberger to approve the minutes of October 30, 2006. Seconded
by Kluesner, passed unanimously.
2. Opinion of City Attorney Barry A. Lindahl Regarding Vacancies in Civil
Service Position
Chairperson Duehr reviewed the opinion received from City Attorney Barry
Lindahl in which he states that the Commission's authority is limited to holding
competitive promotional examinations and certifying to the City Council a list of
names who qualify as a result of such examination.
David Beaves, President of the Dubuque Professional Firefighters Association,
stated that the Union is not asking that management fill the current Medical
Officer vacancies, but rather to conduct the promotional examination and to
certify the list for the position so that if and when the vacancies are filled the list
is available.
Fire Chief Dan Brown stated that staffing of the entire department is being
reviewed and the results of that study are not yet available.
Chairperson Duehr stated that he felt it was the Commission's responsibility to
conduct an examination for the existing vacancies and if the positions are
eliminated then the certified list would still be available for the remaining Medical
Officer positions.
Wertzberger moved to receive and file the communication from City Attorney
Lindahl and to instruct staff to schedule a promotional examination for the
position of Medical Officer. Seconded by Kluesner. Motion passed 2-1 with
Kluesner voting nay.
3. Request to Schedule Entrance Examination for Position of Equipment
Mechanic
Wertzberger moved to receive and file the communication from Staff requesting
to schedule an entrance examination for the position of Equipment Mechanic,
that the examination request deadline by 5:00 P.M., on December 5 or 11, 2006
and the test to be given on Thursday, December 21, 2006 at 6:30 P.M. at a
place to be decided, and that the certified list be good for two years. Seconded
by Kluesner. Motion carried 3-0.
There being no further business, upon motion the meeting adjourned at 11:22 a.m.
