CIP 3001719: Fiscal Year 2006 Street Construction Program
Resolution No. 301-05, dated July 5, 2005, provided for the proper assessments for
each category of work for the properties in the special assessment district for the
Rosedale Avenue Reconstruction Project. However, it has been determined that five
properties had private services that were not accounted for in the preliminary
assessment schedule. City Engineer Gus Psihoyos recommends that Resolution No.
301-05, dated July 5, 2005, be rescinded and that a new Preliminary Schedule of
Assessments for the Rosedale Avenue Reconstruction Project be adopted.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

This memorandum is to correct resolutions for the Rosedale Avenue Reconstruction
Project that was adopted on July 5, 2005.
DISCUSSION
Resolution No. 301-05, dated July 5, 2005, provided for the proper assessments for
each category of work for the properties in the special assessment district for this
project. However, it has been determined that five properties had private services that
were not accounted for in the preliminary assessment schedule. Thus, the special
assessment schedule needs to be amended.
Three of the five properties had services added during the course of the project in order
to benefit the respective properties; these three properties are vacant lots that the
owners want to build on in the future. The remaining two properties were not included in
the preliminary assessment schedule.
All four property owners, who own the five properties, have been contacted and have
agreed to have their respective special assessments changed to reflect the installed
private services.
RECOMMENDATION
I recommend that Resolution No. 301-05, dated July 5, 2005, be rescinded and that a
Revised Preliminary Schedule of Assessments for the Rosedale Avenue Reconstruction
Project be adopted.
ACTION TO BE TAKEN
It is recommended that the attached resolution be adopted that authorizes the adoption
of a Revised Preliminary Schedule of Assessments on the Rosedale Avenue
Reconstruction Project.

LIEU THEREOF A NEW PRELIMINARY SCHEDULE OF
ASSESSMENTS FOR THE ROSEDALE AVENUE RECONSTRUCTION
PROJECT
Whereas, the City Council passed Resolution 301-05, dated July 5, 2005,
approving the Preliminary Schedule of Assessments for the reconstruction of
Rosedale Avenue; and
Whereas, it has been determined that the Preliminary Schedule of
Proposed Assessments did not include all of the properties in the special
assessment ditrict.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the attached Preliminary Schedule of Assessments, as shown on the
attached sheets, 1 to 3 inclusive, is hereby determined for the reconstruction of
Rosedale Avenue and the valuations set herein are hereby approved.
