Van Milligen, City Manager SUBJECT: Third Street Overpass Decorative Railing Project (CIP: 7001702 -Third Street Overpass Improvement Project) City Engineer Gus Psihoyos is recommending acceptance of the Third Street Overpass Decorative Railing Project, as completed by Tricon General Construction, in the final contract amount of $275,339.38, which is an 8.1 % increase from the original contract in the amount of $254,792.80. This increase is due to a change in the railing design to more closely replicate the appearance of the Riverwalk decorative railing. Van Milligen, City Manager FROM: Gus Psihoyos, City EngineerU'Jt/(~/ SUBJECT: Third Street Overpass Decorative Railing Project (CIP: 7001702: Third Street Overpass Improvement Project) The enclosed resolutions provide for the acceptance of the construction contract for the Third Street Overpass Decorative Railing Project. BACKGROUND As a component of the City's Vision Iowa Grant commitments, the City was to incorporate streetscape improvements within the Port of Dubuque. Staff, along with the Design Review Committee, identified the Third Street Overpass as the primary gateway entrance into the Port of Dubuque and recommended incorporating aesthetic improvements to the existing overpass. On September 6, 2005 the City Council awarded the construction contract for the Third Street Overpass Decorative Railing Project to Tricon General Construction in the amount of $254,792.80, which included the base bid plus bid alternate no.2. The base bid scope of work provided for the complete removal of the original chain-link fence and the fabrication and installation of the City's standard ornamental hoop railing. Bid alternate no.2 provided for the complete removal of the existing separation hand rail that was attached to the top of the concrete barrier railing and the repainting of the pipe hand rail located on the easterly bridge abutment pedestrian stairway. Bid alternate no.1 was to provide for the custom fabrication and installation of a replica Riverwalk decorative railing. The bid alternate no.1 component was not selected because the submitted bids were $83,426 more than the base bid hoop railing. After the construction contract was awarded, Engineering staff met with representatives from both Tricon General Construction and Giese Manufacturing (railing subcontractor) to discuss value engineering options for the design and fabrication of a railing which would more closely resemble the appearance of the Riverwalk decorative railing and would be within the funds allocated for the project. Following the value engineering meeting, Giese Manufacturing provided a modified railing design which closely replicated the appearance of the Riverwalk decorative railing and significantly reduced the cost versus the original bid alternate no.1. On October 3, 2005 the City Council gave approval of the modified railing design to be incorporated into the project which compliments the railing installed as part of the Riverwalk project and the decorative railing installed as part of the Bell Street and the Ice Harbor West Road projects. DISCUSSION The Third Street Overpass Decorative Railing Project has been completed by Tricon General Construction of Dubuque, Iowa, in the final contract amount of $275,339.38, which is an 8.1 % increase from the original contract in the amount of $254,792.80. RECOMMENDATION I recommend that the City Council accept the improvements and establish the final contract at $275,339.38. ACCEPTING THE THIRD STREET OVERPASS DECORATIVE RAILING PROJECT Whereas, the contract for the Third Street Overpass Decorative Railing Project (the Project) has been completed and the City Manager has examined the work and filed a certificate stating that the Project has been completed according to the terms of the contract, plans and specifications and that the City Manager recommends that the Project be accepted. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Manager is approved and the Project is hereby accepted. Section 2. The City Treasurer is hereby directed to pay to the contractor from the Third Street Overpass Improvement Project (CIP 7001702) appropriation and the savings from the Conference Center Project (CIP 7001052) for the contract amount of $275,339.38 less any retained percentage provided for therein as provided in Iowa Code chapter 573, and to pay such retainage only in accordance with the provisions of Iowa Code chapter 573.
