SUBJECT: Heron Pond Tree Removal Project, CIP #1128
Leisure Services Manager Gil Spence recommends initiation of the bidding process for
the Heron Pond Tree Removal Project, and further recommends that a public hearing
be set for February 19, 2007.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Heron Pond Tree Removal Project, CIP #1128
INTRODUCTION
The purpose of this memorandum is to request that the City Council initiate the bidding
process for the Heron Pond Tree Removal Project.
DISCUSSION
This project provides for removal of all trees and brush from areas around the Heron
Pond Trail and Heron Pond. All stumps, rock, concrete and debris will be removed and
the area graded to allow for grass seeding and the planting of some new trees. The
staff's estimate for the project is $80,000.

The Fiscal Year 2007 C.I.P. budget contains $80,000 for this project. The project will
create a more open view of the area between the Heron Pond Trail and Hilton Garden
Inn parking lot. This will provide a more secure feeling for people using the trail while

opening the view of the Heron Pond and Peosta Channel. This is a vastly overgrown
area of "volunteer" Cottonwood trees that has a very poor appearance. Once the work
is completed, Park Division staff will keep the area mowed and maintained to prevent
the return of the Cottonwood trees.
ACTION STEP
The action requested is for the City Council to adopt the attached resolutions giving
preliminary approval of plans and specifications, ordering bids, and setting the date of
the public hearing.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE,

That the proposed plans, specifications, form of contract and estimated cost for

Notice of public hearing on proposed plans and specifications, proposed form of
contract and estimate of cost for the Heron Pond Tree Removal Project.
NOTICE IS HEREBY GIVEN: The City Council of Dubuque, Iowa will hold a
public hearing on the proposed plans, specifications, form of contract and estimate of
cost for the Heron Pond Tree Removal Project, in accordance with the provisions of
Chapter 384, City Code of Iowa, at 6:30 p.m, on the 19th day of February, 2007, in the
Public Library Auditorium in Dubuque, Iowa. Said proposed plans, specifications, form
of contract and estimate of cost are now on file in the office of the City Clerk. At said
hearing any interested person may appear and file objections thereto or to the cost of
the improvements.

NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA, that on the 19th day of February, 2007, a public hearing
will be held at 6:30 p.m. in the Public Library Auditorium, at which time interested
