Housing and Community Development Department Director David Harris is
recommending that a public hearing be set on February 27, 2007, to consider the
Community Development Block Grant Fiscal Year 2008 Annual Action Plan.

Introduction
The Community Development Advisory Commission is submitting the attached Fiscal Year 2008
Annual Action Plan to the City Council for public hearing and approval as part of the FY 2008
budget. This memorandum requests that the City Council set a public hearing on the proposed plan
for Tuesday February 27, 2007.
Discussion
The Annual Action Plan as shown on Exhibit A presents a plan for the use of Community
Development Block Grant (CDBG) funds for Fiscal Year 2008 as approved by the Community
Development Advisory Commission. The proposed Annual Action Plan was developed following a
series of public meetings in October and November, during which time the Commission received
input on the FY 2008 Annual Action Plan.
The Commission held a public hearing on December 13, 2006 and approved a plan based on the
anticipated entitlement of $1,256,479, with anticipated revenues of $454,725 in program income,
$30,659 in ED Revolving Loan Fund, and $7,513 in health insurance savings, for a total of
$1,749,376. A 30-day comment period as required by the Citizen Participation Plan will begin with
publication of a notice in the Telegraph Herald and Dubuque Advertiser. A public hearing with the
City Council should occur at the conclusion of the 30 day comment period to discuss the Annual
Action Plan.
The Commission reviewed the funding requests that were included in this year's budget submission.
Based on these projected numbers, the total requested FY 2008 Annual Plan was $253,805 over
budget. Also, the public service expenditures were $28,834 over the maximum allowed 15% cap and
the administrative expenditures were $14,290 over the 20% cap. Therefore, the Commission reduced
the budget in those categories, and reduced uncapped activities by $210,681.
At the public hearing, the Commission heard requests to continue funding for the Senior Center,
Information and Referral and Child Care Resource and Referral and to reinstate funding for the
Historic Preservation Rehab Grant program. The Commission concurred in reinstating $10,000 of
funding for the Historic Preservation Rehab Grant program.
In prior years, the public hearing has been held during the joint department budget work session.
The final adoption of the plan would take place at the final public hearing and adoption of the City's
annual budget. Adoption by resolution of the City Council is required prior to submission to HUD.
Recommended Action
I recommend that the City Council adopt the attached resolution setting a public hearing on February
27, 2007 on the FY 2008 Annual Action Plan as shown on Exhibit A. This is the date of the
department budget hearing for Housing and Community Development. Final adoption of the Annual
Action Plan as recommended on Exhibit A will occur at the final public hearing and adoption of the
City's overall annual budget in March.

community; and
Whereas, copies of the draft Fiscal Year 2008 (Program Year 2007) CDBG
Annual Plan will be available for public comment for 30 days prior to City Council
action; and
Whereas, the City's Community Development Advisory Commission has
reviewed and recommended adoption of the Annual Action Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council will meet in the Carnegie Stout Public Library
Auditorium, 360 West 11`b Street, Dubuque, Iowa at 6:30 p.m. on February 27, 2007 for
the purpose of holding a public hearing and taking action on the Fiscal Year 2008
(Program Year 2007) Community Development Block Grant Annual Action Plan.
Section 2. That the City Clerk be and she is hereby authorized and directed to
publish a notice of such public hearing and the City Council's intent to review and take
action on the Fiscal Year 2008 (Program Year 2007) Community Development Block
Grant Annual Plan.
