Minutes_City Council Proceedings 2 10 14CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION Council met in special session at 6:30 p.m. on February 10, 2014 in the Historic Federal Building, 350 W. 6th Street. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, Sutton; City Manager Michael Van Milligen Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of setting a public hearing on the CDBG FY 15 Annual Action plan and discussing various City departmental Fiscal Year 2015 budgets. ITEM(S) TO BE SET FOR PUBLIC HEARING Motion by Braig to receive and file the documents, adopt the resolutions and set the public hearing as indicated. 1. Community Development Block Grant (CDBG) FY 2015 (Program Year 2014) Annual Action Plan: City Manager recommending that a public hearing be set for February 13, 2014, on the Fiscal Year 2014 Annual Action Plan. Upon motion Resolution No. 33 -14 Setting a public hearing on the Fiscal Year 2015 (Program Year 2014) Community Development Block Grant (CDBG) Annual Action Plan was adopted setting a public hearing for February 13, 2014. FISCAL YEAR 2015 DEPARTMENTAL BUDGET REVIEW Fiscal Year 2015 City departmental budgets were presented by staff from the following departments: • Health Services: Mary Rose Corrigan, Public Health Specialist • Legal Services: Barry Lindahl, City Attorney • City Manager's Office: Cindy Steinhauser, Assistant City Manager (Administration); Cori Burbach, Sustainability Coordinator (Sustainable Dubuque Project); Teri Goodmann, Assistant City Manager (Legislative Advocacy); Jerelyn O'Connor, Neighborhood Development Specialist (Neighborhood Development); Randy Peck, Personnel Manager (Personnel); Jenny Larson, Budget Director (Budget); Randy Gehl, Public Information Director (Public Information and Communications and GIS) • City Council: Michael Van Milligen, City Manager • City Clerk: Kevin Firnstahl, City Clerk • Cable TV: Craig Nowack, Cable TV Coordinator City Council had discussion with departments following each presentation. CLOSED SESSION Motion by Jones at 9:02 p.m. to convene in closed session to discuss collective bargaining pursuant to Chapter 21.5 (1) of the Iowa Code. Upon motion at 9:31, the City Council reconvened in open session stating that staff had been given proper direction.
