HISTORIC PRESERVATION COMMISSION EDUCATION TASK FORCE
REGULAR SESSION
4:00 p.m.
Thursday, February 6, 2014
Conference Room B, City Hall
Commissioners Present: Chairperson Bob McDonell; Task Force Members David
Klavitter, Julie Schlarman, and Benjamin Beard.
Commissioners Excused: None.
Staff Members Present: Laura Carstens, David Johnson, and Eric Van Buskirk.
CALL TO ORDER: The meeting was called to order by Chairperson McDonell at 4:08 p.m.
AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the
meeting was being held in compliance with the Iowa Open Meetings Law.
MINUTES: Motion by McDonell, seconded by Schlarman, to approve the December 5,
2013 minutes as submitted. Motion carried by the following vote: Aye — McDonell,
Klavitter, Schlarman, and Beard; Nay - None.
ITEMS FROM THE PUBLIC: None.
ITEMS FROM THE TASK FORCE:
Window Workshop: Staff Member Johnson reviewed the updates to the Window
Workshop planned for Historic Preservation Month. He noted the Historic Preservation
Commission has transitioned its role from a predominantly regulatory body
concentrated on design review to a role more focused on education and outreach. He
explained the Commission developed a work plan at their January 2014 meeting. He
noted the Commission identified the Wood Window Workshop as one of their initiatives
in the annual work plan. He stated Commissioners Olson, Klavitter and McDonell are
championing the effort. He referenced the tentative schedule of events and noted
Commissioner Olson is coordinating the event. Staff Member Johnson explained staff
will be helping to develop the event. He noted Commissioner Olson submitted a
Sustainable Communities grant to help offset expenses. Staff Member Johnson stated
no action is required from the task Force. He explained the Historic Preservation
Commission will be moving forward with the Wood Window Workshop.
Future of the Education Task Force: Staff Member Johnson reviewed the Historic
Preservation Commission's new focused efforts on education and outreach. He
explained that at the December 5th Task Force meeting, members discussed dissolving

the Education Task Force as the role of the Commission transitions from a regulatory
function to a role more focused on education and outreach. He explained the Task
Force postponed further discussion until the Historic Preservation Commission could
discuss the matter at their regular meeting. Staff Member Johnson stated at the
December 2013 regular Commission meeting, the Commission voted in favor of
transitioning the role of the Commission and developed an annual work plan. He noted
the new role would be more reflective of all the duties and responsibilities granted to the
Commission as outlined in the Historic Preservation Ordinance.
The Task Force discussed their role. They noted their goal to engage the Commission
as a whole in education and outreach has been successful. The Task Force noted
continuing with the Task Force would be unnecessary. The Education Task Force
thanked Committee Member Beard for his time, talent, and expertise, and discussed
ways to continue to keep Mr. Beard involved in preservation.
Planning Services Staff and the Task Force reviewed the annual Work Plan developed
by the Commission and noted opportunities for Mr. Beard to help fulfill some of those
goals. Mr. Beard thanked the Task Force for the opportunity to serve, and noted he
would review the information and find an initiative that best fits his skill set and interest.
Motion by Klavitter, seconded by McDonell to recommend the Historic Preservation
Commission dissolve the Historic Preservation Commission Education Task Force with
special recognition of Committee Member Beard for his efforts. Motion carried by the
following vote: Aye — McDonell, Klavitter, Schlarman, and Beard; Nay — None.
DESIGN GUIDELINES UPDATE: Staff Member Carstens noted the City Council has
adopted the City of Dubuque Architectural Design Guidelines at the February 3, 2014
meeting. The Task Force recommended a media release recognizing the effort. The
Task Force questioned whether a media release will be issued for the City Directory
project. Staff Member Johnson noted Staff Member Wernimont will be preparing and
posting a media release for the project.
