The CLG annual report is a form submitted by all Iowa CLGs to the State Historical Society of Iowa. Under the CLG agreement with the State, the Historic Preservation Commission is responsible for submitting an annual report that summarizes the City of Dubuque's historic preservation work and accomplishments. Of note is that the City's Planning Services staff and Historic Preservation Commissioners provided as much training as they received, which speaks highly of the City of Dubuque's commitment to preservation and sustainability. The report is being submitted as an informational item. No additional action is required. Locating Historic Properties Identification, Evaluation, and Registration Activity CLG Standards found in CLG Agreement and National Historic Preservation Act • The CLG shall maintain a system for the survey and inventory of historic and prehistoric properties in a manner consistent with and approved by the STATE. ♦ The CLG will review National Register nominations on any property that lies in the jurisdiction of the local historic preservation commission. 1. Within the City of Dubuque there were two registration projects in 2013. The Dubuque & Dunleith Bridge, known locally as the Whitewater Creek Bridge, was listed on the National Register of Historic Places 9/11/2013 and the Cathedral Historic District Update & Amendment was listed on the National Register of Historic Places 3/22/2013. Nominations are not enclosed because the State Historic Preservation Office already has copies on file. 2. Examples include working with individual homeowners, business owners, institutions to identify appropriate treatments and find appropriate materials, research advice, etc. (use additional pages if needed) The Commission consulted with individual property owners and developers on issues including finding sources, NPS Preservation Briefs, Secretary of the Interior's Standards for the Treatment of Historic Properties, the City's Historic District Architectural and Streetscape /Landscape Guidelines, and the City's Downtown Design Guidelines. The Commission was consulted in the design of the Intermodal Campus located in the Historic Millwork District The Commission participated in developing the consolidated and updated City ofDubuque Architectural Guidelines. Building Services Manager Rich Russell consulted with property owners and developers regarding the City ofDubuque Historic Building Code. c. Sponsored public educational programming in historic preservation. Examples include training sessions offered to the public, walking tours, open houses, lectures, Preservation Month activities, etc. (use additional pages if needed) April 22nd through the 27r" the City of Dubuque partnered with Dubuque Main Street and the Dubuque Community School District to host the annual "Architectural Days Program". The week -long event offers professional speakers, presentations and tours designed to engage and inform the public on architecture and historic preservation issues. City of Dubuque Historic Preservation Commissioners and Staff presented programs and attended events. Six (6) Ken Kringle Historic Preservation Awards were presented at a special ceremony April 23, 2013 at 6 :00 p.m. at the CARADCO Building, 900 Jackson Street, Dubuque. Local metalwork artist Gene Tully gave a presentation on his experiences and work in the Historic Millwork District prior to the ceremony. The award was created by the City of Dubuque Historic Preservation Commission to recognize excellence in historic preservation. The awards are presented annually during Architecture Days for the best rehabilitation projects in the City of Dubuque. The ceremony is held in conjunction with the Dubuque County Historical Society's Preservation Awards. The CARADCO Building also received a Preservation Iowa Preservation at Its Best award in 2013 in the Large Project category. Commission Members and City Staff participated in the Old House Enthusiasts annual tour on May 18r" and 19rr'. Commission Member Chris Olson helped develop the two day program. Assistant Planners David Johnson and Wally Werninront presented a program on researching historic properties. Planning Services Manager Laura Carstens and Civil Engineer Jon Dienst presented information on planning and developing the Historic Millwork District. CLG Annual Report 2013 3 Planning Services Manager Laura Carstens and Julie Schlarman, Ph.D, Lecturer in Art History at the University of Wisconsin- Platteville and a member of the City's Historic Preservation Commission presented the opening educational workshop session, "Managing Economic Development, Sustainability, and Education to Capitalize on Identity of Place," at the Journey Through Hallowed Ground Partnership 2013 Annual Conference held in Gettysburg, PA., on May 21 -22, 2013. The program showcased how Dubuque overcame economic hard times to become a model of sustainability and preservation through its focus on planning, people, and partnerships. The session reviewed incentives to improving local return on investment, creating heritage tourism opportunities, developing user-friendly design guidelines, wayfinding by car, bike, and on foot, and how to use this model to become viable, livable, and equitable through heritage preservation. Ms. Carstens and Dr. Schlarman reprised this presentation at the 2013 APA Iowa Annual Conference in Cedar Rapids, IA. Planning Services Manager Laura Carstens co presented at the 2013 National Main Street Conference. She presented Good Neighbors: Improving Downtown's Edges. The program discussed creative design and management solutions to promote positive interactions along Main Street's edges. Case studies offered lessons learned from a range of communities across the country, including programs for residential edges in Dubuque, Iowa; mixed -use corridors in Galveston, Texas; incentive -based guidelines for residential edges and commercial corridors in downtown Memphis; and standards for neighborhood Planning Services Manager Laura Carstens and Assistant Planner David Johnson offered a public presentation on Historic Preservation and Sustainability in Ames, IA on October 141h. They also met with the City of Ames Historic Preservation Commission and Staff to discuss different approaches to code and design review. Commissioner Christine Olson presented at the 2013 Preserve Iowa Summit. She presented an education session entitled Traditional Trades Today. The program was an open discussion about the state of the traditional trades in Iowa today, addressing access to traditional trades people, access to trades education and access of preservation projects which call for traditional trades people. Assistant Planner David Johnson and Dubuque Main Street Executive Director Dan LoBianco provided a walking tour of the Historic Millwork District for Governing Magazine on November 2P'`. Information and imagery from the tour was used in an article which appeared in the January 2014 issue highlighting corporate revival in Dubuque. Planning Services manager Laura Carstens and Assistant Planner David Johnson offered a mobile tour of the Historic Millwork District as part of the 6th Annual Growing Sustainable Communities Conference in Dubuque. Highlights of the tour included a comprehensive overview of the opportunities historic buildings and CLG Annual Report 2013 4 spaces have to offer and how sustainable building practices can be incorporated into historic buildings and spaces. 6. If the city or county amended its historic preservation ordinance or resolution or passed additional ordinances or resolutions that impact historic properties, please attach copies of the amendments and new ordinances or resolutions. The City of Dubuque did not amend its historic preservation ordinance or pass a resolution that impacted historic properties. 7. If new or revised design standards and /or guidelines were developed and adopted during 2013, please attach a copy. The City of Dubuque Architectural Guidelines were developed in 2013 and adopted February 3, 2014. The project consolidated the City of Dubuque Downtown Design Guidelines Manual (2009) and the Historic District Guidelines (2001) into one document. The new manual updates existing guidelines and integrates new guidelines which address sustainable building practices. The new guidelines are no longer specific to geographic areas of the city; rather they can be used citywide as a resource to help guide development and investment in Dubuque 's older neighborhoods and downtown. The City of Dubuque Architectural Guidelines include three components: 1) Architectural Guidelines, 2) Architectural Styles Booklet and 3) a Glossary of Terms. These are designed so they can be used independently of each other, but also serve as a comprehensive guide to the restoration, repair, and rehabilitation of historic properties. The guidelines deliver illustrated and narrative recommendations for rehabilitation and also serve as an education piece. The guidelines go beyond simply explaining what to do; they also discuss why it is important. A significant update to the manual is incorporating design guidelines for sustainability. These guidelines explain holy historic buildings were designed with many inherent sustainable features and how additional sustainable building practices might be appropriately added. These can be simple improvements to the building envelope or more involved changes. A copy of the City of Dubuque Architectural Guidelines is attached. 8. Are there any particular issues, challenges, and /or successes your preservation commission has encountered or accomplished this year? The City of Dubuque Historic Preservation Commission is particularly proud of developing the City of Dubuque Architectural Guidelines. It was a major undertaking that has simplified the project planning process for the public while improving and expanding on traditional and modern issues and opportunities facing the City of Dubuque Preservation Program. The Historic Preservation Commission and City Staff are especially proud of digitally archiving all available city directories for the City of Dubuque. The project is supported CLG Annual Report 2013 5 in part by the State Historical Society of Iowa's Historical Resource Development Program grant and a grant from the Dubuque Old House Enthusiasts. The directories are available on the City of Dubuque website and serve as an amazing research tool for any person interested. The City of Dubuque Historic Preservation Commission continued evaluating its role in the community and the direction of the historic preservation program. The Commission and Staff discussed the benefits and concerns with transitioning from a predominantly regulatory function to a role more focused on education, outreach and marketing. The Commission agreed the new role would be more reflective of all the duties and responsibilities granted to the Commission and outlined in the Historic Preservation Ordinance, rather than just design review. Section III Historic Preservation Program Administration • The CLG will organize and maintain a historic preservation commission, which must meet at least three (3) times per year. • The commission will be composed of community members with a demonstrated positive interest in historic preservation, or closely related fields, to the extent available in the community. • The commission will comply with Iowa Code Chapter 21 (open meetings) in its operations. • Commission members will participate in state sponsored or approved historic preservation training activities. 10.
