Assistant City Engineer Bob Schiesl recommends acceptance of the construction
contract for the Grand River Convention Center — Floor Settlement Remediation Project,
as completed by Hayward Baker, in the final contract amount of $454,902.97, which is
an 81.6% increase from the original estimated contract amount of $250,500.
The primary reason for the additional cost for the Floor Settlement Remediation Project
was the increased number of working days that were used. Initially, Hayward Baker
estimated a daily production rate of 10 deep compaction points per day based on past
experience, for an estimated 27 total working days. However, based on the challenges
encountered due to the variable subsurface conditions, crews were only able to achieve
an average of 5 production grout columns per day, resulting in a total of 51 working
days required to complete the deep compaction remediation work. The total cost for the
24 additional working days was $134,000.
Additional costs of $68,000 were incurred due to the increased quantity of high density
polyurethane foam grout that was used to raise and re -level the main floor areas.

INTRODUCTION
The enclosed resolution provides for the acceptance of the construction contract for the
Grand River Convention Center - Floor Settlement Remediation Project.
BACKGROUND
During the February 2012 monthly visit, the Grand River Center (GRC) showed signs of
accelerated floor slab settlement in the escalator area, but the settlement had also
moved laterally outward to the administrative offices, lobby and pre- functions areas. A
request was immediately made to Assistant City Engineer, Bob Schiesl, to have him
inspect the concerned area because he had worked with the settlement problem in the
prior years.
In March 2012, the City's survey crew measured baseline elevation readings throughout
the main floor areas of the lobby, pre- function, restroom and offices. Based on the
recorded elevations, settlement readings ranged from .25 inches to 2.64 inches, with
the most significant settlement occurring at the base of the escalators (2.64 ").
During this same time period, the escalator was experiencing operational issues and the
escalator service technician was called in to review. Based on the magnitude of the
settlement at the base of the escalator and the rotational movement observed at the top
of the escalator, the decision was made to turn off the escalator in the interest of public
safety and to prevent any further damage from occurring.
Upon further inspection of the GRC, it did not appear that any of the building structure
that is supported on deep foundation auger cast piling showed signs of distress or
movement. This included the second floor conference rooms, the river room, and the
underground parking structure. It appeared that the primary main floor areas of the GRC
that are experiencing the majority of the settlement are those areas supported by stone
column foundations.
It should be noted that minor settlement of the GRC was anticipated during the original
design of the structure. The original 2002 Terracon report reported the soil conditions
beneath the now - existing structure as a fill material to a depth of approximately 15 to 22
feet. This fill material was reported to be highly variable and composed of a combination
of sand and clay, cinders, wood chips and fragments, and organics. Based on the pre-
existing soil conditions and the geotechnical engineering foundation recommendations,
the report indicated the structure could experience long term settlement to the
magnitude of 1 inch. What remains uncertain is why over the last 6 months the structure
has experienced such a rapid and accelerated degree of settlement at the main floor
slab -on -grade areas.
Floor Settlement Remediation
The geotechnical engineer of record, Terracon, and the deep foundation contractor for
the GRC, Hayward Baker, were called in to inspect the observed settlement locations
and evaluate non - destructive repairs and remediation alternatives.
When the GRC was constructed, the foundation system called for approximately 6 feet
of compacted engineered fill to be placed over the stone columns and beneath the main
floor slab -on -grade areas. This was confirmed by the 2007 subsurface borings
performed around the escalator area which indicated an engineered fill layer was
present at the boring locations to depths ranging from about 6 to 7% feet below the floor
slab. The subsurface investigation also indicated that the fill material under the floor
slab appeared to be of high density and no apparent voids were encountered directly
under the slab.
As a result of our investigations, it was our opinion that the engineered fill layer directly
under the slab is not likely responsible for the larger than expected settlement observed
to date.
Based on the original 2002 Terracon geotechnical report, the deep soil conditions
beneath the now - existing structure are highly variable and consist of miscellaneous fill
materials, including sand, clay, limestone and concrete fragments, brick, cinders, wood
chips /sawdust and other organic materials, which extended to depths ranging from
about 8 to 23 feet beneath the original ground level.
Due to the depth and variable composition of the subsurface fill material, both City staff
and Terracon felt that the deeper variable fill layers needed to be improved or densified
to reduce the risk of future settlements while also stabilizing and supporting the building
structure on a more competent soil layer located deep beneath the original ground level.
The Hayward Baker remediation methods implemented provided a more technical and
comprehensive approach for both Tong -term settlement control and improving the
existing slab -on -grade conditions on site in the short-term.
The remediation work completed by Hayward Baker included the installation of 242
deep compaction grout locations, to a depth of 21 to 24 feet below the main floor areas
of the entrance lobby, pre- function space, restrooms, administrative offices and the rear
loading dock area. Approximately 382 cubic yards of compaction grout material was
injected to densify and stabilize the variable fill materials and provide additional
supplemental support to the existing stone column foundations and improve support
under the existing floor slab areas. Approximately 17,200 pounds of high density
polyurethane foam grout was used to raise and re -level the main floor areas.
To repair the escalators, four (4) micro piles were driven 60 feet below the base of the
escalator pit foundation which were used to support the escalator Toad and to
hydraulically jack and raise the escalator pit foundations back to the original elevation.
DISCUSSION
The Grand River Convention Center - Floor Settlement Remediation Project was
completed by Hayward Baker of Roselle, IL in the final contract amount of $454,902.97,
which is an 81.6% increase from the original estimated contract amount of $250,500.
However, the total overall project cost to remediate, repair and restore the Grand River
Convention Center main floor settlement areas was $591,233.97, which is a 6.2%
increase ($39,633.97) from the original total project estimate amount of $551,600.00.
The primary reason for the additional cost for the Floor Settlement Remediation Project
was the increased number of working days that were used. Initially, Hayward Baker
estimated a daily production rate of 10 deep compaction points per day based on past
experience, for an estimated 27 total working days. However, based on the challenges
encountered due to the variable subsurface conditions, crews were only able to achieve
an average of 5 production grout columns per day, resulting in a total of 51 working
days required to complete the deep compaction remediation work. The cost for the 24
additional working days was $134,000.
Additional costs were also incurred ($68,000) due to the increased quantity of high
density polyurethane foam grout that was used to raise and re -level the main floor
areas. Initial quantity estimates were based on the assumption that more lift would be
provided by the installed supplemental grout compaction columns, however due to the 6
to 7 feet of highly compacted engineered fill in- placed over the stone columns and
beneath the main floor slab -on -grade areas, the final raising and re- leveling the floor
was completed using the polyurethane grout material.
RECOMMENDATION
recommend that the City Council accept the public improvements and authorize the
final payment of the contract amount of $454,902.97 to Hayward Baker of Roselle, IL for
the Grand River Convention Center - Floor Settlement Remediation Project.

In the fall of 2012 staff identified capital improvement project funding sources, including
several for the Grand River Center as well as the Veteran's Memorial Ball Field project
that could be used for the Floor Settlement Remediation Project. As part of the FY13
budget amendment process, those identified funds were shifted to the Grand River
Center Floor Leveling budget, CIP 3501991.
Now that the Floor Settlement Remediation Project is completed and all other project
related costs are compiled, the total overall project cost is $591,233.97. This final
project cost is an increase of $227,733.97 over the adjusted Grand River Center Floor
Leveling budget amount of $363,500. To fund the shortfall, staff has identified a revenue
source from the future sale of Urban Renewal Bonds that are payable to the Greater
Downtown TIF.

REMEDIATION PROJECT AND AUTHORIZING THE PAYMENT OF THE CONTRACT
AMOUNT TO THE CONTRACTOR
Whereas, the Public Improvement Contract for the Grand River Convention Center -
Floor Settlement Remediation Project (the Project) has been completed and the City
Engineer has examined the work and filed a certificate stating that the Project has been
completed according to the terms of the Public Improvement Contract and that the City
Engineer recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project is
hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from the
Grand River Center Floor Leveling capital improvement appropriation for the contract
amount of $454,902.97 less any retained percentage provided for therein as provided in
Iowa Code chapter 573, and to pay such retainage only in accordance with the
provisions of Iowa Code chapter 573.
