2 13 14 City Council Proceedings Official_Special CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION OFFICIAL Council met in special session at 6:30 p.m. on February 13, 2014 in the Historic th Federal Building, 350 W. 6 Street. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, Sutton; City Manager Michael Van Milligen Mayor Buol read the call and stated this is a special session of the City Council called for the purpose discussing various City departmental Fiscal Year 2015 budgets. PUBLIC HEARING Upon motion the rules were suspended allowing anyone present to address the City Council. 1. Fiscal Year 2015 Community Development Block Grant (CDBG) Annual Action Plan: Motion by Braig to receive and file the documents. Seconded by Jones. Assisted Housing Specialist Erica Haugen provided a slide presentation on the Community Development Block Grant Annual Action Plan for Fiscal Year 2015 (Program Year 2014). Motion carried 7-0. Upon motion the rules were reinstated limiting discussion to the City Council FISCAL YEAR 2015 DEPARTMENTAL BUDGET REVIEW Fiscal Year 2015 City departmental budgets were presented by staff from the following departments:  Housing & Community Development Department: Alvin Nash, Housing and Community Development Director  Economic Development: Maurice Jones, Economic Development Director  Parking Division: Tim Horsfield, Parking System Supervisor  Transit Division: Candace Eudaley, Transit System Director Following the Economic Development Department’s presentation, Chairperson of the Arts and Cultural Affairs Commission, Ellen Henkels, spoke in support of the Arts Master Plan budget request. Ms. Henkels was joined by fellow Commissioners Katherine Kluseman, Marina O’Rourke Rosenow, and Sue Riedel. Rick Dickinson, Executive Director and CEO of the Greater Dubuque Development Corporation, thanked the City Council for its support, talent and collaboration. City Council had discussion with staff following each presentation. Following the Transit Division presentation, Margi Woywood of the citizen Transit Action Group, addressed the needs of weekend and evening service, and shorter ride times that would help transit-dependent residents. Transit Advisory Board Member R.R.S. Stewart addressed the Council regarding the proposed fare increase.
