Dear Mayor and City Council Members: The City of Dubuque Zoning Advisory Commission has reviewed the above -cited request. The application, staff report and related materials are attached for your review. Discussion The applicant spoke in favor of the request, reviewing the proposed building addition, revised access to North Grandview Avenue and splitting the Emergency Department entrance from the visitor entrance. The applicant reviewing the parking and traffic studies conducted for the expansion and the impact on the surrounding property. Staff reviewed the staff report, noting recent amendments to the Finley Hospital Institutional District. Staff reviewed the findings of the traffic and parking studies, and noted that the Engineering Department reviewed the impact of the addition and emergency access location, and had no objection. There was one public comment regarding the provision of signage for directing people to the Emergency Department entrance. The citizen also had concerns about noise from helicopters coming and going from Finley Hospital. The Zoning Advisory Commission discussed the request, noting that the traffic issues related to the five points and 3rd Street intersections will not be impacted by the proposed changes to the Finley Hospital campus. The relocation of the helipad was discussed with the applicant noting that it would occur sometime in the future. The Commission discussed on and off - street parking. The new building will consist of 4 stories with the lower level partially below grade. There are two stair /elevator towers planned, at least one of which will be higher than the bulk of the building in order to provide access to the roof. A third elevator on the south -east side of the new building is being considered. The existing funeral home building.and Outpatient Rehab building will be removed to make place for the addition and associated parking. To serve the needs of the new building, parking Tots will be situated on the north and west of the addition. To the south, the access drive to the parking ramp and existing clinics will be reconfigured to allow for a turn - around and additional parking stalls in front of the existing clinic buildings. The total area of pervious landscaping on site will be increased compared to current conditions. There will be a vegetated buffer strip between the parking lot and the sidewalks along Grandview Avenue and Delhi. The existing vehicle access from Grandview Avenue to the funeral home and rehab clinic will be replaced by a new access drive allowing patients and ambulances to reach the emergency department on the lower level of the addition. The upper levels of the new building will be primarily served by the existing main entrance on Delhi, and the south entrance from the parking ramp. The new building will primarily house relocated existing departments — Emergency, Surgery, Heart Center — that have outgrown their current quarters. Overall the number of hospital beds is not planned to be increased at this time. The impact on traffic volume is therefore expected to be fairly moderate. A traffic study is under way that will provide further information with regards to the impact of the new building on traffic patterns and traffic volume. Existing stall counts included all parking on site except the dedicated Funeral Home parking. Calculations of code - required parking spaces are based on the factors listed in the Dubuque Development Code: 3.5 Parking spaces per doctor, plus one per employee, plus 1.5 spaces per inpatient bed. The number of doctors, employees, and inpatient beds are based on information from the hospital. Some assumptions have been made with regards to the exact number of employees on site during the daytime shift. The new building will house services that are being relocated from existing hospital space. Therefore it is initially not anticipated that additional staff or doctors will be added to the current number of approximately 25 doctors and 530 other employees on site during the day shift. In the future it is anticipated that the number of staff will slightly increase. For the purposes of this study we estimated that an additional 4 doctors and 9 other employees will eventually be added to the day shift. Our calculations found that the current 825 parking stalls will decrease to 808 in the proposed layout. In terms of the code requirements the 825 current stalls exceed the code requirements by 19 stalls. The 808 proposed stalls are slightly under the calculated requirement of 829. Please find additional details on the included drawings. The existing total number of handicap accessible stalls on site does not currently reach the code requirement of 10% of stalls. However, excluding the parking ramp from the calculation, approximately 11% of the ground surface parking spaces are currently accessible. The new parking lots will include 12 accessible parking stalls which will increase the total number of accessible ground parking stalls from 43 to 46, thereby improving the ratio of accessible stalls overall. DES MOINES • SIGN PROGRAM — EXHIBITS F and G The new addition will require signage to be added and relocated on site as well as on the building. The existing sign concept using on -grade monument signs in strategic site locations and surface mounted wall signs on the buildings will be maintained. Building Signs: The main and largest sign on the building will be mounted on the west facade. This sign is currently located on the south -west facing facade of the existing hospital and will be relocated to the new addition. Two new, smaller wall signs will mark the new Emergency entrance on either side of the Emergency drop -off. Another new wall sign is planned for the north wall of the addition to allow for separate identification of the Heart Center located within. Wall signs will typically be internally lit. Ground Monument Signs: A new sign will be placed at the new driveway off Grandview Avenue to direct traffic to the new Emergency entrance. To the south another monument sign off Grandview will mark the drive to the parking ramp and clinic's drop -off similar to the current sign, which will have to be removed due to a shift of the curb cut to the north. At this time there are no plans to add any other additional signs to the site. The original Finley Hospital concept plan was approved in 1978 and amended in 1986, 1987, 1991, 1991, 1992, 2000, and 2005 for expansions to the hospital building, parking areas, and for new medical offices and a pharmacy on both sides of Delhi Street. Most recently, in December 2012, a rezoning from OS and OR to Institutional District was approved to enable Finley Hospital to construct an addition on the west side of their facility, and expand into an area that currently houses a funeral home and single -story physical therapy medical office. Purpose: Finley Hospital's request is to amend their current institutional district to permit construction of a four -story , approximately 25,000 square feet per level, addition to the west side of their existing hospital facility within their existing institutional district boundary. Their intent is to remove an existing funeral home and single -story physical therapy medical office to accommodate the building addition and parking lot. Their intent also is to reconfigure the hospital interior and relocate the Emergency Entrance, Surgery and Heart Center Departments within the hospital. The reconfiguration will include modified street access along Grandview Avenue and reconfigured parking areas along both Grandview Avenue and Delhi Street. The proposed addition is needed to accommodate the hospital reconfiguration and future growth that will include additional doctors and employees, but not increase the number of overall hospital beds. In the recent past, amendments to the district have allowed for campus expansion along 5th and College Streets and for the incorporation of additional property at the corner of Grandview and University Avenues, along former Stewart Street to facilitate construction of the Kehl Diabetes Center, Hartig Drug Store, and additional off- street parking. Physical Characteristics: The proposed building addition and reconfigured parking will incorporate two abutting lots that total approximately one acre into the overall Finley Hospital campus. Properties that will be redeveloped are located on the west side of Finley's main building along Grandview Avenue. These properties are relatively level and abut the existing Finley Hospital facility on three sides. There are currently three accesses to the subject area taken from Grandview Avenue and three accesses from Delhi Street. Conformance with Comprehensive Plan: The Comprehensive Plan Future Land Use Map calls for this property to remain institutional or office uses. The Comprehensive Plan encourages expansion of commercial and institutional projects in a compact and contiguous manner. The Comprehensive Plan also encourages any such expansions to be compatible with adjacent land uses and traffic patterns. Impact of Request On: Streets: The applicant is not proposing any changes to the current public street pattern around the Finley Hospital campus. However, there are currently three driveway accesses onto the two redevelopment lots from the northbound lane of Grandview Avenue. The applicant's intent is to reduce the number of driveway access to two, shifting the northernmost access to the south coincidental with the break between islands along the Grandview Avenue median eliminating the middle curb cut and shifting the southernmost curb cut slightly to the north. In essence, this will reduce the number of curb cuts along the east side of Grandview from three to two, and provide for improved access to the Emergency Room facility that will be relocated in the building addition. Reducing their number, and repositioning the curb cut parking lot accesses, should have little impact on traffic along Grandview Avenue. Also, the parking lot reconfiguration will utilize the existing curb cuts along Delhi Street. Sidewalks: Sidewalks are currently located along the entire frontage of North Grandview Avenue on the west side of Finley's campus and along Delhi Street on the north side of Finley's campus and will remain regardless of the proposed addition or parking lot reconfiguration. Parking: Finley Hospital has submitted a parking study for the entire campus including the additional analysis of the impact generated by the proposed addition Planned District Staff Report — The Finley Hospital Page 3 and parking lot changes. The Unified Development Code requires that a hospital provide 3.5 parking spaces per doctor plus one space per employee on the maximum shift plus 1.5 spaces for each inpatient bed. Finley notes that they currently have 25 doctors and 530 employees on the day shift, and 126 beds. Finley also notes that when the addition is completed there will be a marginal increase in employees and doctors. This is because some of the existing interior departments will simply be enlarged without necessarily adding staff and the amount of beds will remain the same. The former demand on parking based on the Unified Development Code is 806 spaces, and after the addition the demand will be 829 spaces. The current count of parking spaces on -site is 825 and after the parking lot is reconfigured, there will be a total of 808 spaces. This means that after the addition is completed and over the period of time that the additional doctors and staff are hired, there will be a deficit of 21 off - street parking spaces. There will, however, be more accessible spaces, both van and standard, than is required by the ADA. The Institutional District regulations permit the Commission and Council to review the proposed parking plan for each individual district and evaluate the plan in light of existing neighborhood conditions to determine whether the parking issues have been adequately addressed. Currently, on- street parking is permitted along the northbound lane of North Grandview Avenue directly adjacent to Finley's campus, and on a smaller portion across the Delhi Street right -of -way on the campus's west side and along both sides of West 3rd Street on the campus's south side. Staff anticipates that as a matter of convenience, both employees and people visiting the hospital and surrounding clinics will utilize some of the available on- street parking. An aerial photo taken mid -week in April 2013 shows approximately 40 vacant spaces on Finley's surface parking lot and on top level of Finley's 3`d Street parking ramp. Aerial photography from 2001 and 2009 show even more vacant spaces on Finley's surface lots and ramp. The photography also indicates that some of the adjacent on- street parking is being utilized, however, there appears to be a significant amount of both on and off street parking available Staff does not anticipate that the proposed addition and parking lot reconfiguration will significantly change the status quo regarding parking demand for the surface parking lot, the parking ramp, and adjacent on- street parking area. Lighting: All future campus lighting shall comply with City standards. All outdoor lighting will be required to use of cut -off fixtures so as to limit the impact of such lighting on adjacent properties. Signage: The proposed district amendment includes additional signage to serve the new facilities, building addition, and entries. Finley Hospital has submitted a proposed signage program that, in addition to the existing signage, shows three Planned District Staff Report — The Finley Hospital Page 4 new wall- mounted signs. Two of the wall- mounted signs will be 35 square feet in area and the third will be 50 square feet in area. They also propose relocating their existing 125 square foot wall- mounted sign from the west wall of the existing hospital to the west wall of the new addition. Finley also proposes to add two new ground monument signs along the newly repositioned driveway entries on North Grandview Avenue. The proposed ground monument signs will be 32 square feet in area and five feet eight inches in height. Institutional District regulations allow institutions such as hospitals to propose signage they feel is necessary and adequate for advertising their name, location, services and entrances. After reviewing the proposed signs, staff feels they are not excessive and are adequate to safely direct patrons to the hospital and emergency entrance, and clearly identify the hospital name and location. Bulk Regulations: Finley Hospital is currently bound by their existing bulk standards established in the 2005 Institutional District Amendment. If approved, Finley Hospital will be bound by the conceptual development plan submitted as part of the district amendment. The submitted concept plan will establish bulk regulations for setbacks, building height, and parking requirements. Permeable Area ( %) & Location (Open Space): The amount of permeable area on the campus after redevelopment will be very similar to the existing amount of permeable area. Stormwater management measures will be reviewed in detail at the time that the site plan is submitted and reviewed by the City of Dubuque Engineering Department. Landscaping /Screening: The number, type and location and landscape plantings will not change and will be regulated by the site design standards established in the Unified Development Code. However, Finley Hospital has requested, and been approved for, a waiver on the parking lot setback requirements. Section 13- 4.6(A) requires that a minimum of 10 feet of landscape area be provided between the edge of the public right -of -way and the edge of the parking lot. The Zoning Advisory Commission agreed to waive the 10 -foot buffer requirement and Finley will have approximately five feet of landscape buffer area along the Grandview Avenue side and from three to five feet of landscape buffer area along the Delhi Street side. Parking lot landscaping /screening will still be required within the reduced buffer area. Utilities: Existing utilities are adequate to handle the site. Traffic Patterns /Counts: Grandview Avenue is designated as a minor arterial and carries approximately 12,400 vehicle trips per day (total in both north and south bound lands on Grandview Avenue along the west side of the Finley Hospital campus). Representatives of Finley Hospital have met with City staff and have also provided a traffic analysis of the likely impacts their project will have on the surrounding streets. Both internal and external traffic circulation and the facilities entrances interface with the public right -of -way have been reviewed by the City's Planned District Staff Report — The Finley Hospital Page 5 Engineering Department. City Engineering noted that the study indicates that the proposed development will have minimal effects on the surrounding intersections. Engineering further notes that there are currently delays at some of the surrounding intersections during peak hours that will likely continue until there are improvements put in place to mitigate these delays. Engineering states that the study demonstrates that there will be little additional traffic generated by Finley's proposed improvements including the additional doctors and staff. Engineering notes that delays in traffic will continue to get slightly worse each year and that improvements to the Grandview Avenue and Delhi Street and Grandview Avenue and W. 3rd Street intersections will be necessary in the future to address these issues. They further state that the required improvements are not a direct result of the proposed development. Public Services: Existing public services are adequate to serve the site. Environment: Staff does not anticipate any adverse impact to the environment provided adequate erosion control is provided during all phase of development. The City Engineering Department has reviewed the preliminary site plan and will propose measures to insure that storm water from the newly configured parking lot and addition will be adequately managed. The overall amount of impermeable area for this site will remain approximately the same. Adjacent Properties: All of the proposed development will take place within the current Finley Hospital campus and not sprawl across any of the bordering streets into the residential districts. Finley Hospital's submittals demonstrate that they have carefully studied parking, traffic management and facility signage. They have considered the potential impacts on local traffic, the public right -of -way, area parking and on the adjacent residential properties and note that they should be minimal. Staff agrees that the proposed addition and parking lot changes and consequent increase in the number of doctors and employees for the Finley Hospital campus should have limited additional impact on the adjacent properties. There should be very limited impact on demand for available on- street parking in the adjacent residential neighborhoods. Therefore, removal of the existing buildings and expansion of the main hospital building should have very limited additional impact on the surrounding residential properties and be in character with the neighborhood and medical campus. CIP Investments: None proposed. Phasing of development: None proposed. Planned District Staff Report — The Finley Hospital Page 6 Staff Analysis: The institutional district regulations require that an application be filed when a district is expanded in physical area or there is a substantial on premise expansion. The current request is to place an addition on the west side of Finley Hospital and to reconfigure the parking areas and street access within the existing institutional district. Finley Hospital's intention is to remove two existing buildings (the mortuary and physical therapy medical office building) and to expand their primary hospital building with a four -story (25,000 square foot per floor) addition. Finley Hospital has included renderings of the addition and it appears to be in character with the existing building scale and brick facade. A portion of the first floor addition will be below grade. Finley Hospital also intends to relocate their current emergency room entry from the Delhi Street entrance to new addition accessed from North Grandview Avenue. The primary access to the emergency room will be directly coincidental with the break in the landscape median along Grandview Avenue at the Bennett Street location. This will facilitate movement from Grandview Avenue for emergency vehicles to the emergency room entrance and also allow movement through the campus from the clinics to the south to the parking areas to the north and Delhi Street. The proposed redevelopment of the parking areas will reduce the three existing driveway accesses along North Grandview Avenue to two. Finley notes that the reconfigured driveway accesses to the facility should have limited impact on the current flow of traffic or traffic volume on the adjacent streets. If approved, Finley Hospital will be required to submit a site plan that will be reviewed by the City Planning, Building, Engineering, Water Distribution and Fire Departments to insure they meet the UDC and all other applicable City codes and storm water management regulations. DISCUSSION The proposed improvements to the existing facility include expansion of the emergency and surgical departments and a 70,000 square foot addition to the existing building for an emergency and trauma center. The improvements also include a parking lot redesign and parking lot entrance improvements from Grandview Avenue and Delhi Street. This improvement has the potential to add 25 employees in the future. No additional beds will be added. The study indicates visitors and non - emergency patients will continue to use the existing Delhi Street Entrance. The potential additional staff will not be hired until sometime in the future and the overall functional square footage will not increase since the emergency and trauma center is only being redirected. For opening year analysis, no additional trips will be included in the traffic volumes. During the opening year, the only change in traffic patterns will be the entrance and exit location for the traffic using the emergency and trauma center. Only emergency and trauma center patients will be allowed to enter the proposed addition. The study shows that currently vehicles experience high delays at the intersections of North Grandview /Grace Street/Delhi Street and at North Grandview / 3rd Street for the side street movement during peak hour. The study references the City's plans to reconstruct and improve the signals at Grandview and Loras Boulevard and to construct new traffic signals at Grandview and University Avenue. The study suggests that roundabouts or traffic signals are possible solutions to reduce delay at the intersections of North Grandview / Grace Street / Delhi Street and North Grandview / 3rd Street. The study indicates the results of the opening year (2014) traffic analysis indicate that the construction of the proposed improvements do not require additional improvements and does not significantly affect the operation of the study area intersections. The study indicates the 2034 traffic analysis shows that some on street parking may need to be eliminated to provide for turning movements in the future if high delays are experienced. The study states that on opening year no additional trips will be added and that there is a potential of adding 25 employees in the future that will only create 12 additional peak AM trips and 7 additional peak PM trips. CONCLUSION The study indicates the proposed development will have minimal effects on the surrounding intersections. There are currently delays at some of these intersections during peak hours and these delays will continue until there are improvements put in place to mitigate those delay. According to the study there is only minor traffic generated by this improvement.
