The Community Development Advisory Commission met on February 19, 2014 and
reviewed the Fiscal Year 2015 Purchases of Service budget recommendation. Based
on the recommended funding amount of $43,789 in General Funds and $10,000 in
Community Development Block Grant Funds, the Commission recommends reducing
awards for ten of the applicants by approximately 18.5 %. Included in the Commission
recommendation is $35,000 for Opening Doors, Four Mounds HEART Program, and
Dubuque Art Center that was approved in Fiscal Year 2013 for three years of recurring
funding.

Dear Mr. Mayor and Members of the City Council,
Thank you for the opportunity to apply for a Purchase of Services grant through the City of Dubuque.
These grants make it possible for non - profit organizations to achieve our missions and work towards
collective impact and a community focused on service.
Mission:
The Retired and Senior Volunteer Program exists to match volunteers age 55 and older with volunteer
opportunities that use their life experiences and skills to meet community needs.
RSVP is federally sponsored by the Corporation for National and Community Service (CNCS) and has
been sponsored locally by UnityPoint Health - Finley Hospital since 1982. Nearly 350 RSVP volunteers
serve at over 35 different non- profit organizations helping to increase capacity to fulfill their missions
through nearly 50,000 volunteer hours annually. In fulfillment of the CNCS Strategic Plan, RSVP
volunteers serve in the focus areas of Healthy Futures, Education, Economic Opportunity,
Environmental Stewardship, Disaster Preparedness, Capacity Building (for non - profit organizations),
and Community Priorities.
These focus areas, particularly the RSVP primary focus area, Healthy Futures, align with the City of
Dubuque's Six Human Services goals. The works plans in the federal grant allow RSVP to measure strong
outputs - and - outcome -s- providing data-toshow- the - positive- impact - RSVP -is - making -on- the - community
Under Healthy Futures approximately 30% or over 100 unduplicated volunteers deliver meals to
homebound seniors, serve at the Dubuque Food Pantry, provide transportation to those 65 and over
through DuRide, help with Medicare enrollment through the Senior Health Insurance Information
Program (SHIIP), and educate students on disabilities through the Kids on the Block Program. Healthy
Futures work plans assist in meeting Goal 1 to promote optimum health care services for community
residents and Goal 2 to promote optimum services to meet food, clothing, shelter, transportation, and
other basic needs.
Volunteers serve populations that include homebound elderly, children and families, and economically
disadvantaged through evidence -based programming with strong, measurable outputs and outcomes.
Why it's important to serve senior volunteers:
According to www.pewresearch.org 10,000 people will turn 65 today and every day for the next 19
years. It is crucial Dubuque is prepared to serve this population and support the capacity of
organizations who serve seniors. The primary purpose of RSVP is to engage retired and senior
volunteers to help meet community needs through significant volunteer service.
The federal grant through CNCS requires RSVP to have 30% match to federal funds and the Purchase of
Services Grant plays a significant role in achieving this match, without community support RSVP may not
exist in Dubuque.
