INTRODUCTION
This memo transmits the Final Plat of Dubuque Industrial Center South First Addition for
City Council review and approval.
DISCUSSION
In February 2013, the City Council approved the planned industrial district conceptual
development plan for the Dubuque Industrial Center South. The enclosed Final Plat is
in conformance with this plan. The Final Plat subdivides approximately 175 acres of
property into five parcels that will be further subdivided in the future for new businesses.
The submitted Final Plat also provides a new public street to be named Partners Road
that will be constructed with 37 -foot paving width within a 100 -foot right -of -way.
RECOMMENDATION
I recommend that the City Council approve the submitted Final Plat of Dubuque
Industrial Center South First Addition as it is in compliance with the City of Dubuque's
Unified Development Code and authorize the Mayor and City Clerk to sign on behalf of
the City of Dubuque as owner and as platting authority.

Physical Characteristics: The subject property is located west of U.S. Highway 20,
south of Old Highway Road with Seippel Road bisecting the northern portion of the
property. The subject property has flood plain along its southern portion that drains to
the southeast.

Plan Land Use Element Goals 3.1, 3.2, 3.3., 4.1, 4.4, 4.6, 9.2, and 10.1, and the
Subdivision Staff Report — Dubuque Industrial Center South First Addition

Economic Development Goals 3.2 and 3.4. The 2030 Future Land Use Map shows a
mixture of industrial, commercial and open space.
Impact of Request on:
Utilities: Sanitary sewer service to the Dubuque Industrial Center South will be
provided by extending existing interceptor sewer along the South Fork of the
Catfish Creek to serve the proposed building sites. There is existing City water
supply to the industrial park running through Seippel Road.
Storm water will be handled through multiple storm water detention basins as well
as the use of Best Management Practices for promoting infiltration of storm water.
Storm water will eventually drain into the South Fork of the Catfish Creek.
Traffic Patterns: The proposed industrial park will be served by the existing
Seippel Road. Seippel Road is built with 37 -feet of paving width within a 100 -foot
right -of -way. Seippel Road has an existing at -grade intersection with U.S. Highway
20. This at -grade intersection will be deleted and an interchange will be built as
part of the construction of the Southwest Arterial.
A new public street named Partners Road will also serve the new subdivision and
extend southward from Seippel Road, and built to 37 -feet of paving width and 100
feet of right -of -way.
Based on 2009 IDOT traffic counts, Seippel Road carries approximately 1,630
average daily trips.
Public Services: City of Dubuque Fire and Police Departments will serve the
subject site. Refuse collection will be provided by private haulers.
Environment: Staff does not anticipate any adverse impact to the environment
provided adequate erosion control is provided during all phases of grading and
development of the industrial park.
Adjacent Properties: The impact to adjacent properties will include an increase in
vehicle trips on Seippel Road while surrounding properties may experience
increases in ambient light levels as new businesses and industries located in the
Dubuque Industrial Center South.

Staff Analysis: The City of Dubuque is requesting final plat approval for the Dubuque
Industrial Center South First Addition that subsidies approximately 175 acres into five
parcels to facilitate the development of new industrial businesses. The subject property
comprises the last phase of the City of Dubuque's industrial development in this area of
the community. The proposed industrial park is called the Dubuque Industrial Center
South and encompasses approximately 175 acres. The subject property lies north and
south of Seippel Road and west of Cousins Road.
Access to the building pads will be from Seippel Road or from Partners Road as shown
on the attached Final Plat. Partners Road is built with 37 -feet of paving within a 100 -
foot right -of -way. Sidewalks will be constructed on both sides of Seippel and Partners
Road as adjacent parcels are developed.
The open space areas in the industrial park will be developed with recreational
amenities that are yet to be determined. However, as with the Dubuque Industrial
Center West, a hike /bike trail system will be developed and will utilize preserved flood
plain area along the South Fork of the Catfish Creek as well as provide connections to
surrounding building pads. The amenities will be maintained by the City and property
owners within the industrial park.
The Unified Development Code requires that each new subdivision utilize sustainable
development tools and achieve a 40 point score from a list of sustainable development
tools. The City of Dubuque has exceeded the 40 point required by the City of
Dubuque's Unified Development Code. This has been achieved through a mixture of
five sustainable tools for the Dubuque Industrial Center South as follows:
Proposed Sustainable Development Tools:
1) Conservation subdivision: the development is clustered to optimize open
space, preserve natural features, protect environmentally sensitive areas.
(40 points).
2) The development will incorporate walking /bike trails and will in the future
be connected to new developments as well as trails outside the
development to the extent possible (15 points).
3) The development of the Industrial Park incorporates innovative storm
water management techniques that encourage storm water infiltration (10
points).
4) Street trees will be planted along the roadways within the industrial park —
(5 points).

5) Both Seippel Road and the new Partners Road are paved with concrete
that reduces the heat island effect (5 points).
TOTAL: 75 points
Planning staff recommends the City Council approve the Final Plat of Dubuque
Industrial Center South First Addition as it is in compliance with the City of Dubuque
Unified Development Code, and authorize the Mayor and City Clerk to sign on behalf of
the City of Dubuque as owner and as platting authority.

A RESOLUTION APPROVING THE FINAL PLAT DUBUQUE INDUSTRIAL CENTER
SOUTH FIRST ADDITION IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been filed with the City Clerk a Final Plat Dubuque Industrial Center
South First Addition in the City of Dubuque; and
Whereas, upon said Final Plat appear street(s) to be known as Partners Road (Lot C)
which the owners by said Final Plat have dedicated to the public forever; and
Whereas, upon said Final Plat appear easements to be reserved for the public; and
Whereas, said Final Plat has been reviewed by the City Planner and had her approval
endorsed thereon; and
Whereas, said Final Plat has been examined by the City Council and they find that it
conforms to the statutes and ordinances relating to it.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the dedication of Partners Road (Lot C) as it appears upon said Final
Plat be and the same is hereby accepted; and
Section 2. That the public easements as they appear upon said Final Plat be and the
same are hereby approved; and
Section 3. That the Final Plat of Dubuque Industrial Center South First Addition is
hereby approved and the Mayor and City Clerk are hereby authorized and directed to
endorse the approval of the City of Dubuque, Iowa upon said Final Plat.
Section 4. Sidewalk installation shall•be the responsibility of the owner of the property
abutting the public right -of -way, as required by City Code 10 -1 -2. The responsibility shall
extend to all successors, heirs and assignees. Sidewalks shall be five (5) feet in width and
installed one (1) foot from the property line.
