Present: Mayor Buol,

Manager Van Milligan, City
Attorney Lindahl
Mayor Buol read the call
and stated this is a special
session of the City Council
called for the purpose of
reviewing the Annexation
Study Update.
Planning Servk~s Man-
ager Laura Carstens intro- '
duced Bob Veenstra of
Veenstra and Kimm who
provided an overview of
the annexation study. He
reviewed the objectives of
the study which included
determining the relative
costs and relative benefits
associated with the pro-
posed growth and growth
areas, evaluating the rela-
tive cost and benefit df
proposed growth areas in
relationship to each other,
identifying potential advan-
tages and weaknesses
within the proposed
growth areas and
prioritizing the potential
growth area for further
consideration. The study
ident'rfied 23 separate
growth areas which were
grouped into larger geo-
graphic areas ident'rfied as
the southeast area, south
area, southwest area and
north area. He explained
the analysis criteria includ-
ed general parameters and
a financial analysis and
then reviewed how each of
the 23 separate areas
ranked in comparison to
each other.
There being no further
business, Connors moved
to adjourn. Seconded by
Jones. Motion carried 7-0.
The meeting adjourned at
5:55 P.M.
