This is a claim in which the claimant alleges that as he was driving in a funeral
procession, a City of Dubuque Park employee failed to yield the right-of-way to the
procession. Claimant alleges he therefore had to apply the brakes, which caused the
driver behind claimant to strike and damage claimant's rear bumper.
This claim has been referred to Public Entity Risk Services of Iowa, the agent for the Iowa
Communities Assurance Pool.
