The City Council for the City of Webster City has approved, signed and sent the attached
letter to its State Senator and State Representative and has also sent a similar letter to the
Speaker of the House and the President of the Senate. With increased funding for roads
high on the list this year for the Legislature, we believe that it is imperative for the State
to make a commitment to complete Highway 20 as a four-lane across the State of Iowa.
We encourage you to write a similar letter to your Representative and Senator and
encourage them to band together in this effort for the benefit of all of us. We believe that
this maybe the best chance we have at bringing this issue to the forefront and getting a
firm commitment from the Legislature.

As members of the City Council for Webster City, we are aware of the issues before the
Iowa Legislature this year. One, which is of exceeding importance to us as
representatives of Webster City, is the issue of raising additional funds for road
construction in the State. We believe that this issue is of great importance to the State for
many reasons, not the least of which is economic development opportunities.
We would like to take this opportunity to urge you to support legislation to this end, but
only if there is some written commitment on the part of the State to complete Highway 20
as a four-lane across the State in a timely manner. We believe that the "new" Highway
20 promise is one that has not been fulfilled by the State. We believe that we have
adversely suffered by having our downtown area bypassed, which in turn has caused us
to lose many retail businesses, but the promise of a completed four lane has not been
delivered, which would provide us with other prospects for economic opportunities. We
believe that both Nebraska and Illinois are committed to completing their portions of the
project and that Iowa should fulfill its promises to those towns along the corridor and our
adjoining neighbors.
Should the Legislature be unwilling to commit to finishing Highway 20 in a timely
fashion, we urge you to band together with other representatives along the Highway 20
corridor to defeat any measure to increase funding for roads, because we believe that the
rural areas of Iowa will again be forgotten in favor of the urban areas.
