SUBJECT: GPS Rover Purchase
Currently the City of Dubuque has a total station survey instrument that is used to
conduct topographic and construction surveys. This current instrument is anon-robotic
total station. There is a current improvement level for a robotic total station in the
amount of $23,000. When the original improvement level for the robotic total station
was developed, it was done with the intention of having the capability of using the
robotic total station with one person. This would allow for aone-man survey crew to do
simple topographic and construction staking surveys when necessary.
With the advancements in GPS rover technology and the ability to perform
subcentimeter surveys with GPS equipment, the purchase of a robotic total station was
re-evaluated and the results show that it would be more productive to purchase a GPS
system to perform one-person surveys, rather than purchase a robotic total station
City Engineer Gus Psihoyos requests City Council approval to purchase a Geographic
Position System (GPS) rover from Eagle Point, Inc. in the amount of $19,920.
I concur with the recommendation and respectfully request Mayor and City Council
approval. This item will be the subject of a future budget amendment.

With the advancements in GPS rover technology and the ability to perform sub-
centimeter surveys with GPS equipment, the purchase of a robotic total station
was re-evaluated. I have had discussions with Ron Turner and Chuck Nicholas
concerning the current total station and the Engineering Department needs. The
results of these discussions and further research show that it would be more
productive to purchase a GPS system to perform one-person surveys, rather
than purchase a robotic total station.
The main advantage of the GPS system over the robotic total station is that you
do not need to set up the equipment. Robotic total stations have limited range for
taking shots and require frequent set-up and takedown time. The GPS rover can
be taken and used all over the city without requiring much set-up time and will be
as accurate in the shots taken with the total station. This rover will also allow the
department to use existing personnel to populate our GIS database with storm
sewer and sanitary sewer data. This will essentially allow two survey crews (a
two-man crew and aone-man crew) to perform surveys concurrently. The rover
could not replace a standard total station since some areas to be surveyed would
be obstructed by buildings and tree covers, thereby reducing the number of
satellites necessary for accurate measurements.
As part of the research conducted, quotes on GPS equipment were taken from
three different vendors. These vendors included: Trimble, Inc.; Topcon, Inc.; and
Eagle Point Inc. Each of the vendors was asked to submit a quote that included
installation of a fixed base station. The fixed base station is a location where a
second GPS receiver is set over a known point. Through the use of radio
communication between each of the receivers (base station and rover) and
signals from corresponding satellites, accurate measurements can be collected
with the rover. The quotes also included a rover GPS unit with a data collector
and all necessary hardware to perform surveys. Each of the quotes also
included training to educate city employees how to use the equipment. Below is
a synopsis of the quotes that were received. Copies of the quotes are also
attached with this memo.

Based on the above quotes, I propose that the Engineering Department
purchase the GPS rover and equipment from Eagle Point, Inc. The substantial
difference in price between Eagle Point and the other vendors is due to Eagle
Point already having a fixed base station in the City of Dubuque. Eagle Point
installed the base station last year to facilitate their testing of equipment. The
other vendors would require the City of Dubuque to purchase and install a base
station at substantial cost to have the same capabilities as the Eagle Point
system. Some other advantages to using Eagle Point include:
1. The vendor is local. They are based in Dubuque and have all of their
research, development, and technical support in the area.
2. The City of Dubuque already uses Eagle Point for its design and survey
software. The new Eagle Point rover will work seamlessly with the existing
software.
3. We have a commitment from Eagle Point that they will provide access to their
base station for a period of at least five (5) years. There is no cost for this
access in the first two years. Years 3 through 5 will have a maximum cost of
$200 per month. The actual cost for access may be lower than this.
BUDGET IMPACT
It is proposed that the funding for the GPS equipment come from three sources.
Since this equipment will be used significantly to populate the GIS database for
storm and sanitary sewers, some funding from the NPDES and General Sanitary
Sewer Repairs funds are requested. It is also requested that a third of the
funding come from the FY2007 Engineering Survey Equipment Maintenance
Level that has been approved. The balance of this fund not used for the GPS
equipment ($23,000 - $6,640 = $16,230) will be used for the replacement of the
current non-robotic total station that is over 10 years old. Current quotes on the
replacement of the total station are approximately $12,000 - $13,000.
