Planning Services Manager Laura Carstens is recommending City Council confirmation
to add Jim Gonyier, Co-Director of Transportation & Planning at East Central
Intergovernmental Association, to the Bluffland Advisory Committee.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
The City has hired JEO Consulting Group to assist with updating the Zoning and Subdivision
Ordinances, and then combining them with the Historic Preservation Ordinance and City sign
regulations into a Unified Development Code (UDC).
In August, 2006, the City Council confirmed the membership for the Citizen Advisory
Committee, the Sign Review Advisory Committee, and the Bluffland Advisory Committee that
have been organized for this process.
Discussion
The Bluffland Advisory Committee will provide initial input on bluffland preservation and
development, react to the first draft and the proposed final draft of the comprehensive bluff plan,
and then forward recommendations to the Citizen Advisory Committee. The committee
membership list is enclosed.
I was contacted recently by Jim Gonyier, Co-Director of Transportation & Planning at ECIA
(East Central Intergovernmental Association) about serving on the Bluffland Advisory
Committee. Jim emailed a request to serve on the committee on August 10, 2006, which
preceded the application submittal deadline of August 14, 2006. I cannot find a record that I
received this email, or that I forwarded his request to the City Clerk's Office. His name was
consequently not submitted to the City Council for consideration.
Although this committee now has 49 members, I believe that Jim would be a good addition to
the committee. Jim has many years of experience in land use planning and zoning. He also
worked with Dubuque County on their 2002 Future Land Use Development Plan, which included
discussion of a bluffland protection overlay zone. Jim would have been on the committee list last
August if there had not been a problem with receipt of his email request.
Recommendation
I recommend that the City Council confirm the addition of Jim Gonyier to the Bluffland Advisory
Committee.
