Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager ~~~ SUBJECT: Historic Sites Preservation Grant Agreement for White Water Creek Bridge Rehabilitation Project Introduction This memo transmits an agreement with the State Historical Society of Iowa (SHSI) for a $55,250 Historic Sites Preservation Grant (HSPG) for rehabilitation of the White Water Creek Bridge, for City Council review and approval. A resolution is attached. Background This historic bridge was constructed in 1872 as part of an approach span for a bridge over the Mississippi River at Dubuque. It later was relocated to White Water Creek near Cascade. In the 1990's Dubuque County determined the bridge was no longer able to handle vehicular traffic, and had to be replaced. In 1998, the City of Dubuque agreed to accept ownership of the bridge from Dubuque County, and to preserve it through reuse on a bike/hike trail in the city. In 2005, the SHSI has awarded a $30,000 Historic Resource Development Program (HRDP) grant to the City for relocation of the historic bridge from the Cascade area to a site in the Bergfeld Recreation Area in Dubuque Industrial Center West (see enclosed map). The bridge will cross the pond on the north side of the Bergfeld Recreation Area near the restrooms. The HSPG Program provides funds to acquire, repair, rehabilitate, and develop historic sites that preserve, interpret, or promote Iowa's cultural heritage. Projects require dollar-for-dollar cash match. The $55,250 HSPG has a local match of $55,250 transferred from carryover in the Engineering Department's Bridge Maintenance CIP. Discussion The City's consulting engineer, NNW Inc., has conducted a structural analysis of the bridge, developed specifications for moving the bridge to Dubuque, and prepared White Water Creek Bridge Grant Agreement Page 2 of 2 construction plans for the new bridge abutments in the Bergfeld Recreation Area. NNW also has prepared cost estimates for rehabilitation of the bridge. With receipt of the HSPG grant, we will move the bridge to the Bergfeld Recreation Area, place it at the temporary staging area indicated on the enclosed site map, have it painted while it is still on land, construct the abutments, place the bridge, and replace the decking and hand railing. Recommendation I recommend that the City Council approve the attached resolution authorizing the agreement with SHSI for $55,250 from the HSPG Program for rehabilitation of the White Water Creek Bridge. FINDING OF NON-COMPLIANCE (Article 4.0) if the State finds that the Grantee does not meet the requirements of the 1-1SPG program or the terms of this contract, according to Iowa Administrative Code [223] Chaptex S0, the State may seek remedies for non-compliance including suspension or return of HSPG grant funds. The State shall have the right to cancel this contract at any time that appropriated hinds are lacking or there is a discontinuance or program alteration. PAYMENT (Article 6.0,E • Requests for reimbursements cannot be made more than once per month. • Requests for reimbursements must be submitted at least once per quarter, within 30 days of the end of the quarter. • A request for reimbursement cannot span two state fiscal years. The state fiscal year ends on June 30. • All requests for reimbursement for expenditures during a state fiscal year must be submitted no laser than August 1. • The Grantee must document sufficient project progress with each request for reimbursement, including the expenditure of grant funds and required cash match. • Provide copies of records, documents, and other evidence in support of all costs and expenses. (Do not send originals). • Document the source of match funds in each request for reimbursement. • Twenty per cent (20°,'0} of grant funds will be retained until the final report, final request for reimbursement, and all documentation is approved.
