Van Milligen, City Manager FROM: Craig Nowack, Cable TV Coordinator ~~ fL) DATE: January 23, 2007 RE: PEG Capital Grant Expenditure Requests INTRODUCTION The purpose of this memorandum is to forward recommendations from the Cable TV Tele- Programming Commission to approve three requests for funding from the Capital Grant for Access Equipment and Facilities. BACKGROUND The Capital Grant for Access Equipment and Facilities created by the cable franchise agreement that went into effect on June 5, 2005, began FY07 with a balance of $199,630. Subsequent interest payments and quarterly adjustments have added $19,206 this fiscal year. Thus far in FY07, the City Council has approved $54,735 in requests; currently there is a balance to be awarded of $161,059. Last night the Commission recommended three grants from this fund: 1) $42,755 for 30 terabyte server for the City of Dubuque on which to store the large media files generated by the Cable TV Division's increased local video production. 2) $8,025 for new production equipment at Wahlert High School, including three tripods, three camcorders, two DV recorders, and a 3-in-1 video recorder/player. This equipment will replace aging, poor-quality VHS equipment and greatly enhance Wahlert's productions on educational access Channel 17. 3) $5,000 to upgrade the server software at Mediacom's public access studio. The upgrade will enable the playback server there to automatically encode files from a number of native formats to the proprietary server format. RECOMMENDED ACTION I respectfully request that the Commission's recommendations for all three requests be forwarded to the City Council to receive, file, and approve. Thank you.
