SUBJECT: Consultant to Study Expansion of Miller-Riverview Park
A Request for Proposals was issued to obtain a consultant to study expansion of Miller-
Riverview Park. Proposals were received from three firms: Buesing and Associates,
IIW Engineers and Surveyors and WHKS and Company.
The RFP review committee, consisting of Leisure Services Manager Gil Spence,
Assistant City Manager Cindy Steinhauser, Finance Director Ken TeKippe, Assistant
City Engineer Bob Schiesl and Park Division Manager Bob Fritsch, recommend City
Council approval to enter into a service agreement with IIW Engineers and Surveyors in
the amount of $41,007.50. Even though IIW Engineers and Surveyors did not submit
the lowest price, the RFP review committee felt that their experience working with the
Corps of Engineers; qualification of the staff, and overall experience working on similar
projects, made them the best choice for this project. An RFP is a request for services
and not a bid, so things other than price can be taken into consideration.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to recommend a consultant to study expansion of
Miller-Riverview Park.
DISCUSSION
The Fiscal Year 2007 budget contains $57,000 to hire a consultant to study expansion
of Miller-Riverview Park. Attached is a copy of the RFP that was developed to obtain
proposals on professional design services. The following staff members served as the
Review Committee:
Gil Spence ............................... Leisure Services Manager
Cindy Steinhauser ................... Assistant City Manager
Ken TeKippe ............................ Finance Director
Bob Schiesl .............................. Assistant City Engineer
Bob Fritsch ............................... Park Division Manager
The following three firms have submitted proposals:
Fees
Buesing and Associates $ 36,500.00
IIW Engineers and Surveyors $ 41,007.50
WHKS and Company $ 51,900.00
After reviewing the three proposals the committee recommends a service agreement be
entered into with IIW Engineers and Surveyors to conduct this study. The main reasons
for recommending IIW are:

helpful with this study.
• Their proposal was very well done, clearly outlined the scope of services and the
staff is very qualified.
• IIW has good overall experience working on similar projects
