Asbestos & Lead Inspection
Enclosed is the contract between Environmental Management Services of Iowa, Inc.
(ESMI) and the City of Dubuque for the asbestos and lead inspection of the
Dubuque Federal Building Rehabilitation Project. ESMI will inspect the building for
asbestos and lead and will then provide an inspection summary with its findings,
appropriate action, and cost estimates.
I have reviewed the documentation and found it to be in order. Ken TeKippe has
approved the Certificate of Liability Insurance to ensure its compliance with the
City's insurance requirements.
I would request that you execute the attached documentation and return it to my
office.

QUOTATION:
Environmental Management Services of Iowa (EMSI) will conduct an asbestos inspection of all the interior
rooms of the former Federal Building/Post Office. Upon completion of the inspection, EMSI will provide an
inspection report which will include an inspection summary listing the amount, description, and location of
asbestos materials found in the building. Some destructive testing will be done in areas that are known to be
remodeling areas. EMSI will also provide budget cost estimates for any necessary asbestos removal determined
by the results of the testing.
EMSI will also coordinate and work with a licensed Lead Inspector to take XRF samples for all the various
types of surfaces, including the inside and outside of the windows in the building. A report will be provided
with the test results in written for as well as sample numbers and locations on a floor plan. Response actions
will be provided for the various types of lead painted surfaces.
Asbestos and Lead Inspection Price (range) ......................... $7,400.00 - $7,800.00
Payment to be made as follows:
Net 30 da s from recei t of invoice. 1.5% Past Due Invoices.
Any alteration or deviation from the above specifications involving extra costs, will he executed only upon written cyders, and will become an extra charge
over and above the estimate. All agreements contingent upon strikes, accidents, or delays beyond our control.
