3. Serve in a technical capacity with responsibility over a specialized technical area
with regulatory authority over professional licensing;
4. Perform policy. and oversight function as delegated by the City Council.
The establishment of administrative agencies known as Boards and Commissions is
governed by Section 392.1 of the Code of Iowa. These bodies are created by City
ordinance and codified in the Code of Ordinances of the City. Each ordinance
will state the body's title, powers, duties, method of appointment, qualifications, terms of
office, and other appropriate information.
The City Council may not delegate to a commission any of the powers, authorities, or
duties prescribed in Chapter 384 of the Code of Iowa pertaining to revenue financing or in
Chapter 388 pertaining to City utilities, except the City Council may delegate the power to
establish and collect fees and disburse the monies received for the use of a City facility.
The City Council may also delegate rule making authority to a commission for matters
within the scope of the body's powers and duties and may prescribe penalties for violation
of commission rules which have been adopted by ordinance. A commission may not
pledge the credit or taxing power of the City unless otherwise provided in the ordinance

Chapter 388 pertaining to City utilities, except the City Council may delegate the power to

The City Council may also delegate rule making authority to a commission formatters
within the scope of the body's powers and duties and may prescribe penalties for violation
of commission rules which have been adopted by ordinance. A commission may not
