Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resn ck, Sutton; City Manager Michael Van Milligen Mayor Buol read the call and stated this is a special session of the City Council called for the purpose discussing various City depart- mental Fiscal Year 2015 budgets. PUBLIC HEARING Upon motion the rules were suspended allow- ing anyone present to address the City Coun- cil. 1. Fiscal Year 2015 Community Develop- ment Block Grant (CDBG) Annual Action Plan: Motion by Braig to receive and file the documents. Seconded by Jones. Assisted Housing Specialist Eri- ca Haugen provided a slide presentation on the Community Devel- opment Block Grant Annual Action Plan for Fiscal Year 2015 (Pro- gram Year 2014).; Mo- tion carried 7 -0. Upon motion the rules were reinstated limit- ing discussion to the City Council FISCAL YEAR 2015 DEPARTMENTAL BUDGET REVIEW Fiscal Year 2015 City departmental budgets were presented by staff from the follow- ing departments: Housing & Community Development Depart- ment: Alvin Nash, Housing and Communi- ty Development Direc- tor Economic Develop- ment: Maurice Jones, Economic Development Director Parking Division: Tim Horsfield, Parking Sys- tem Supervisor Transit Division: Can- dace Eudaley, Transit System Director Following the Eco- nomic Development Department's presen- tation, Chairperson of the Arts and Cultural Affairs Commission,; El- len Henkels, spoke in support of the Arts Master Plan budget re- quest. Ms. Henkels was joined by fellow Com- missioners Katherine Kluseman, ! Marina O'Rourke Rosenow, and Sue Riedel. Rick Dickinson, Executive Director and CEO of the Greater Dubuque De- velopment Corpora - tion, thanked the City Council for its support, talent and collabora- tion. City Council had dis- cussion with staff fol- lowing each presenta - -ion. Following the Transit Division pre- sentation, Margi Woy- wood of the citizen Transit Action Group, addressed the needs of weekend and evening service, and shorter ride times that would help transit- dependent residents. Transit Advi- sory Board Member R.R.S. Stewart ad- dressed the Council' re- garding the proposed fare increase.
