Background
The City of Dubuque was awarded an $8,000,000 State of Good Repair (SGR) grant to be
used for an Intermodal Center adjacent to the Historic Millwork District. The Intermodal
Center has three components; parking, terminal and bus storage. The parking and the
terminal are the main priorities for the grant funds with any remaining funds for the bus
storage facility. Based on the parking needs for the Historic Millwork District and the terminal
portion of the Intermodal facility the City had planned to utilize 75% of the $8,000,000 SGR
funding for the Intermodal Center and shift the remaining funds to the Bus Storage and
Maintenance Facility (BSMF), which is the second phase of the project. If the remaining SGR
funds are not shifted to the BSMF after the Intermodal is constructed, the funds will be
recaptured by the FTA and reallocated to other projects.
The Intermodal Center is designed to improve access to transportation services in and
around the City of Dubuque, as it will provide a center at which all modes of transportation
will be accessed including: pedestrian, bicycle, Park -n -Ride, intercity buses (Burlington -
Trailways and Lamers), taxis, hotel shuttles, and area public transit service (The Jule and the
Regional Transit Authority or "RTA "). The parking ramp component, 3 levels - 92 transit
dependent and 200 non - transit dependent spaces, will provide parking for users of public
transit, staff based in the intermodal center and the general public. The facility will also
provide bicycle storage to support commuter travel or recreational use. The approved
feasibility study by Federal Transit Authority (FTA) accommodates all improvements listed
above with the City contributing $ 6,526,545 in local funds toward the 200 general public
parking and FTA State of Good Repair Grant contributing $6,263,105 million to complete the
project. There is also an IDOT Intercity Bus Grant in the amount of $199,916 for the project.

Discussion
Following the site selection process, architectural firm Neumann Monson from Iowa City /Des
Moines was awarded the design of the intermodal facility. Over the past 12 -16 months the
design of the facility has been reviewed by the Federal Transportation Administration, State
Historic Preservation Officials, and local review boards and has met approval from all of the
reviewing bodies. We have also been through sessions of value engineering in which some
non - architectural components of the facility have be adjusted or eliminated in order to work
within budget guidelines without compromising the efficiency or operability of the facility. The
value engineering is also a required process by FTA.
On December 2, 2013, a presentation was made to the City Council providing budget
information and an engineer's estimates of cost available at that time. This was presented
when the design documents were in the construction document phase and were at 60%
completion. At the current time, all of the cost estimates are based on 90% construction
document completion. Below, you will find a table that indicates the differences between cost
estimates at 60% (December 2, 2013) and this meeting.
The table below shows the Intermodal Center modified budget that was approved by City
Council on December 2, 2013 as compared to the modified budget being recommended at
the March 3, 2014 City Council Meeting.

There are two main reasons for the increase. First of all, having come closer to finalizing all
of the plans and specifications, design adjustments were made, specific materials and
quantities were better established along with anticipated market cost for materials, caused a
projected increase of $1,161,850. In addition to this cost, it was decided that the contingency
for the project needed to be increased from $500,000 to 10% of the estimated project cost
due in large to the project site. This represents an increase of $709,805 in contingency. Also
on the table, you will notice an adjustment in the Architect /Engineering cost, this is an
adjustment from estimated to actual cost per contract.
So, as the table represents, our estimated project costs have increased a total of $1,521,655.
Of this amount, The Federal Transportation Administration share will be $232,759 (92
spaces) and the City's portion will be $1,288,896 (200 spaces). Regarding the City's
additional responsibility, Budget Director Jennifer Larson indicates that there is sufficient
capacity in the Greater Downtown Urban Renewal District TIF to cover the cost.
Phase III of this project will be the construction of the Bus Storage and Maintenance Facility.
This project is not schedule to begin design until all budgetary items are established on the
intermodal project. At the current time, there is an estimated budget shortfall in that project of
$626,000.
In the near future, we will be bringing to you for your approval, the construction of an
additional parking lot just to the north of the transit center on the east side of Elm Street. The
current engineer's estimate on that project is $550,000 with that funding being part the
Historic Millwork District Parking CIP which is separate from the funding source for the
intermodal center.

ORDERING THE ADVERTISEMENT FOR BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF

The proposed plans, specifications, form of contract and estimated cost for the
Dubuque Intermodal Transportation Center in the estimated amount of $14,430,944, are
hereby preliminarily approved and ordered filed in the office of the City Clerk for public
inspection. This project is partially funded by the Federal Transit Administration.
A public hearing will be held on the 17th day of March, 2014, at 6:30 p.m. in the
Historic Federal Building Council Chambers at which time interested persons may

DUBUQUE INTERMODAL TRANSPORTATION CENTER
Time and Place for Filing Sealed Proposals. Sealed bids for the work
comprising the improvement as stated below must be filed before 2:00 p.m.
Central Time on April 8th, 2014, in the Office of the City Clerk, City Hall - First
Floor, 50 West 13th Street, Dubuque, Iowa.
Time and Place Sealed Proposals Will be Opened and Considered. Sealed
proposals will be opened and bids tabulated at 2:00 p.m. Central Time on April
8th 2014, at City Hall - Conference Room A, 50 West 13th Street, Dubuque, Iowa,
for consideration by the City Council at its meeting on April 21, 2014. The City of
Dubuque, Iowa, reserves the right to reject any and all bids.
Time for Commencement and Completion of Work. Work on this public
improvement shall be commenced within 10 days after the Notice to Proceed has
been issued and shall be fully completed within 365 calendar days.
Bid Security. Each bidder shall accompany its bid with a bid security as security
that the successful bidder will enter into a contract for the work bid upon and will
furnish after the award of contract a corporate surety bond, acceptable to the
governmental entity, for the faithful performance of the contract, in an amount
equal to one hundred percent of the amount of the contract. The bid security
shall be in the amount of ten percent (10 %) of the amount of the contract and
shall be in the form of a cashier's check or certified check drawn on a state -

Statement of Federal Participation. This project will be partially funded with
federal funds from the Federal Department of Transportation, Award # IA -04-
0124-00 and therefore is subject to the federal laws and regulations associated
with that program.
Federal Prevailing Wage Rate. This project will be partially funded with federal
funds from the Federal Transit Administration based on grant approval and
therefore is required to comply with all provisions of the Davis -Bacon Federal
Prevailing Wage Act and related labor requirements and regulations.
Buy America Provision. Equipment or products authorized to be purchased
with federal funding awarded for this contract must be American -made to the
maximum extent feasible, in accordance with Public Law 103 -121, Sections
606(a) and (b).
Administration. Each bid shall be accompanied by a satisfactory Bid Bond
executed by the Bidder and an acceptable surety; or a cashier's or certified
check payable to the City Treasurer, City of Dubuque, drawn on a bank in Iowa
or a bank chartered under the laws of the United States, in the amount of ten
percent (10 %) of the bids submitted as security that the bidder will enter into a
contract for doing the work and will give bond with proper securities for the
faithful performance of the contract in the form attached to the construction
documents.
The successful bidder (Contractor) will be required to furnish a Performance
Bond in an amount equal to one hundred percent (100 %) of the contract price.
Said bond is to be issued by a responsible surety company approved and
acceptable to the City Council, and shall guarantee the faithful performance of
the contract and terms and conditions therein contained, and shall guarantee the
prompt payment of all materials and labor and protect and save harmless the
City of Dubuque, Iowa, from claims and damages of any kind caused by the
operations of the Contractor.
The successful bidder (Contractor) will also be required to furnish a Payment
Bond in the amount of 100% of the contract price that will guarantee the prompt
payment of all subcontractors, suppliers, materials, labor and protect and save
harmless the City of Dubuque, Iowa, from claims and damages of any kind
caused by the operations or non - payment on behalf of the Contractor.
The successful bidder (Contractor) will also be required to furnish a Maintenance
Bond that will guarantee the material, workmanship and maintenance of the
improvement(s) constructed for a minimum period of two (2) years from and after
its acceptance of the work under the Contract by the City Council of the City of
Dubuque, Iowa, by reason of defects in workmanship or materials used in
construction of said work.
Sales Tax. The Contractor and approved subcontractors will be provided a
Sales Tax Exemption Certificate to purchase, or withdraw from inventory,
materials furnished for this project.
No bid submitted by any Contractor which contains a condition or qualification
shall be recognized or accepted by the City Council and any letter or
communication accompanying the bid which contains a condition or qualification
upon the bid which has the effect of qualifying or modifying any provision of the
specifications in any manner will be rejected by the City Council as not
responsive.
All proposals must be made on blanks furnished by the City of Dubuque and
each bidder will be required to state his prices for doing all the items in each
section on which he makes a bid and for all things necessary to make a complete
job.
The Bidder's attention is directed to the City of Dubuque's Affirmative Action
Program which is included in the Contract Specifications and the provisions
thereof and hereby made a part of the Contract Documents by reference and
incorporated therein.
The Contractor, when requested by the City of Dubuque, will furnish a statement
of his financial and practical qualifications as provided for in the General
Requirements of the Specifications.

To provide an update on the budget for the Dubuque Intermodal Center, potential savings options based on
Value Engineering options, and the estimated remaning funds for the Bus Storage and Maintenance Facility
based on estimates provided by Neumann Munson Architects (NMA) for the Dubuque Intermodal Center.

commuter travel or recreational use. The approved feasibility study by Federal Transit Authority (FTA)
accommodates all improvements listed above with the City contributing $ 6.52 million in local funds toward the
200 general public parking and and FTA State of Good Repair Grant contributing $5.69 million to complete the
project.
The second portion of the project, the BSMF will provide housing for The Jule's brand -new fleet of clean diesel
buses that were purchased with federal and state grant funds during 2011 -2012, as well as reduce long term
maintenance costs by replacing the existing 100 year old facility. The BSMF will also provide options for future
expansion; reduce deadhead travel and potential delays of the service. The BSMF will be located on the
Intermodal Campus at the site of the old City garage and will compliment the services provided at the
Intermodal Center. The City hired IIW and Conlon Construction to develop a plan to construct the BSMF in
multiple phases using any left over funding from the SGR grant. The City programed $ 433,307 in FY 14 and
$939,206 in FY 15 for local match to the BSMF and Intermodal Center project. The BSMF remains a priority
for the FTA in Kansas City.
DISCUSSION
As part of final design process, The City conducted two Value Engineering (VE) studies to reduce the cost of
Dubuque Intel-nodal Center and Neumann Monson Architects (NMA) provided 90% Construction Drawing
(CD) cost estimates. However, the 90% CD cost estimates
increased from VE estimates as the estimators informed
® NMA that the project costs have been climbing at a more
escalated rate than previously anticipated. The costs 90%
CD cost also increased due to change in scope.
The proposed location of the Intermodal Facility will be on
a portion of properties that are currently owned by the State
of Iowa. The City initiated discussions with the Iowa DOT
regarding the disposal of the excess State of Iowa property.
The Iowa DOT acknowledged they had no remaining
interest in said property and agreed to dispose of said public
property as permitted by Iowa Code. The three (3) State of
Iowa properties that are impacted by the Intermodal
Transportation Center project are identified as Parcel 254
(former Jacobson Steel), Parcel 293 (former Interstate
Power) and Parcel 293A (former Pine Street, City of
Dubuque).

properties and the associated Offer to Buy amounts which
are based on the appraised valuation:

Initially, the Intermodal Transportation Center budget included $100,000 for property acquisition based on the
assumption that the State would dispose of the property at a reduced cost due to the "Transportation" purpose of
the intermodal facility. However, based on a ruling by the Office of the Attorney General, since the property is
not for a highway or bridge project, the dispose of said public property would need to follow the process per
Iowa Code.
Feasibility Study Budget
The original 25% Design Drawing opinion of probable cost was done in December of 2011 as part 1 of our
NMA scope. NMA used the RS Means (RS Means is a trusted name in construction costs for more than 70
years, RS Means offers annually updated construction cost information available in convenient online,
eBook, book, or CD format — it is one of the construction industry's most dependable cost estimating solutions)
to gauge the cost of escalation and used this criteria (and added a 2% inflation rate) to establish the project
budget estimate to the FTA in the Spring of 2013.
Table 1 below provides the original budget submitted to FTA in the Spring of 2013. This budget estimated a
savings of $2.18 million in FTA funds that could be transferred to Bus Storage and Maintenance Facility.
However, these changes in costs add $117,006 in local funds to the Dubuque Intermodal Facility. The City will
pay $495,000 for Property Acquisition through Historic Millwork Parking Improvements funds.

Feasibility Study + Additional Scope Bucket
During the design process of the BSMF changes were made to the design to accommodate the needs of green
space next to the parking structure. There were also changes in cost due to the foundation and an escalation of
construction costs since the projects construction date moved from Fall 2013 to Spring 2014.
The list below provides the changes and costs associated with them:
• Adding restrooms in the parking ramp to accommodate the usage of green spaces + $61,500.
• The cost of foundations and structural slab based on the soils testing + $300,000.
• 2.5% Escalation Fall 2013 bid (per last estimate) to spring 2014 + $270,000.
Overall the changes increase the cost of project by $784,462. Table 2 below provides the budget submitted to
FTA + additional scope. This budget provides a savings of $1.89 million in FTA funds that could be transferred
to the Bus Storage and Maintenance Facility. However, these changes in costs add $705, 910 in local funds to
the Dubuque Intermodal Facility. The City will pay $495,000 for Property Acquisition through Historic

In mid - October NMA issued a 100% DD pricing set and received the opinion of probable cost from their
estimators for the Intermodal Center. The estimators informed NMA that the project costs have been climbing

at a more escalated rate than previously anticipated which has now increased the Intermodal Center by $1.04
million from the Feasibility Study + Additional Scope Budget.
Table 3 below provides the budget for 100% DD. This budget provides a savings of $954,114 million in SGR
funds that can be transferred to the Bus Storage and Maintenance Facility but causes a shortfall of $1,097,647
that would have to come from local funds to complete the Dubuque Intermodal Center. The City will pay
$495,000 for Property Acquisition through Historic Millwork Parking Improvements funds.

City Staff and NMA staff worked together to reduce costs to get them closer to the original costs estimates
submitted to the FTA for the project. The following are the list of line items that are discussed as part of first
round of value engineering:
Delete the Public Restrooms in the Parking Ramp ($61,500).
• Using perforated steel in lieu of glass at the north walkway saves ($113,000).
• Eliminating the roof at the bridge, reducing the width to 6' -8" and using perforated steel guardrails,
saves ($292,000).
• Redesigning the terminal saves ($880,000).

Table 4 below provides the budget for first round VE modifications. This budget provides a savings of $2.04
million in FTA funds that could be transferred to Bus Storage and Maintenance facility but the city needs to add

Second Round VE Modifications Budget
The City staff and NMA staff continue to look for cost savings measures and came up with more reductions in
addition to the first set of Value Engineering (VE) to reduce the costs and get them more in line with the
original esitmates submitted to the FTA.
The following is a list of line items that were discussed as part of the second round of value engineering in
addition to first round of value engineering:
• Reduce the terracotta 25% we could save ($130,000).
• IPE cladding at lower portion of terminal ($50,000).
• Further reduce height at one story mass of terminal - by one foot ($10,000).
Table 5 below provides the budget for second round VE modifications in addition to first round VE
modifications. This budget provides a savings of $2.08 million in FTA funds that could be transferred to the
Bus Storage and Maintenance Facility but the City needs to add $563,119 in local funds to complete the

VE Items After City Meeting
The City staff and NMA presented VE 1 and VE 2 options and savings to City management. City management
excluded some of the options including: deleting the public restrooms in the parking ramp and eliminating the
roof at the bridge and added options including: removing the east elevator shaft and modifying the stair towers
and using precast planks with a topping slab.
The following are the list of line items that are under consideration and are left for future discussion after the
meeting with City management:
• Using perforated steel in lieu of glass at the north walkway saves ($113,000).
• Redesigning the terminal saves ($880,000).
• Reduce the terracotta 25% we could save ($130,000).
• IPE cladding at lower portion of terminal ($50,000).
• Further reduce height at one story mass of terminal - by one foot ($10,000).
• Removing the east elevator shaft and modifying the stair towers ($170,000).
• Using precast planks with a topping slab ($30,000).
• Change terra -cotta on the south to perforated metal panels - Deduct $60,000.

• Change glass on the north to perforated metal panels — Deduct $39,000.
• Taking the second floor off the terminal facility. This is not recommended because it changes the
elevation of the structure and will necessitate reopening the feasibility study and resubmitting to SHPO
for them to reopen their process. This could cause at least a 90 day delay in the project.
Table 6 below provides the budget after meeting with City management. This budget provides a savings of $1.9
million in FTA funds that could be transferred to Bus Storage and Maintenance Facility but the city needs to
add $616,448 in local funds to complete Dubuque Intermodal Center. The City will pay $495,000 for Property
Acquisition through Historic Millwork Parking Improvements funds.

90% Construction Drawing (CD) Budget
First week of February 2014 NMA issued a 90% CD pricing set and received the opinion of probable cost from
their estimators for the Intermodal Center. The estimators informed NMA that the project costs have been
climbing at a more escalated rate than previously anticipated which has now increased the Intermodal Center
Budget when compared to Value Engineering.
The following are the list of line items that contributed to the cost increase:
• The overall foundations /structural slab designs for the 90% drawings have increased the costs for the
parking structure. The final steel reinforcing design increased from DD to 90 %. It should also be noted
that the poor soils are contributing to approx. $450,000 in deep foundations and/or structure slab costs.

• The stair towers have increased to account for the additional reinforcing for the soils classification for
this site.
• The curtain wall unit costs we believe to be a little higher than our experience would indicate however
this is the conservative opinion of the pricing consultant.
• There has also been an increase in costs for the additional camera locations.
• There has also been an increase in costs for the additional access control points for the doors.
• There has also been an increase in costs for the additional security intrusion system.
• The construction contingency has been increased from 500,000 to 1,300,000 (roughly 10 %) of the
project cost.
Table 7 below provides the budget after meeting with City management. This budget provides a savings of
$1.67 million in FTA funds that could be transferred to Bus Storage and Maintenance Facility and $1.29 million
deficit in local funds for the City. The City will pay $495,000 for Property Acquisition through Historic
Millwork Parking Improvements Funds.

CONCLUSION
The design team wants to provide the City information on change in costs of DITC and reasons for change.
Overall the City will be short $1.29 million for DITC and $627,300 short for the Bus Storage Facility. Staff is
advising not to use DMATS funds to fill $1.29 million short fall for DITC. Using DMATS funds will make the
200 parking spaces come under FTA regulations and will have impact on usage that the city is planning for. The
$627,300 shortfall for Bus Storage Facility can be covered by DMATS funds as the project is 100% FTA
project.
The other major change in the budget is the funding for property acquisition. Initially, the Intermodal
Transportation Center budget included $100,000 for property acquisition based on the assumption that the State
would dispose of the property at a reduced cost due to the "Transportation" purpose of the intermodal facility.
However, based on a ruling by the Office of the Attorney General, since the property is not for a highway or
bridge project, the dispose of said public property would need to follow the process per Iowa Code and City
need to pay $495,000 based on the appraised evaluations.

DUBUQUE INTERMODAL CAMPUS
project
The site of the Dubuque Intermodal Transportation Campus is bounded by Washington Street, 9th Street, 11th Street, and the US 61/151 overpass and encompasses an area
of approximately 120,000 square feet of new construction. The City of Dubuque has envisioned the facilities to accommodate the arrival of a passenger train connection
between Dubuque and Chicago. Other components of the project include the construction of an elevated parking structure with a capacity for approximately 290 vehicles,
with the potential of expanding it to a 450 car facility in the future; a Terminal building providing local and inter -state bus service, ticketing services for the Amtrak railway
system, City transit office spaces, and public restrooms. The facilities within the Campus will also incorporate aspects that are pedestrian friendly and would be accessible
via bike lanes.
While technically only the parking facility falls within the historic Millwork District footprint, the overall design of the new Intermodal Transportation Campus adheres to the
principles of the Secretary of the Interior's Standards for the Treatment of Historic Properties, specifically items dealing with new construction in historic districts: Item 3.
Each property shall be recognized as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural
features or elements from other historic properties, shall not be undertaken. Item 9. New additions, exterior alterations, or related new construction shall not destroy
historic materials, features, and spatial relationships that characterize the property. The new work shall be differentiated from the old and shall be compatible with the
historic materials, features, size, scale and proportion, and massing
to protect the integrity of the property and its environment.
Item 10. New additions and adjacent or related new construction shall be undertaken in such a manner that, if removed in the future, the essential form and integrity of the
historic property and its environment would be unimpaired.
The design strategy for the Intermodal Campus seeks to make reference to the historic setting while consciously avoiding literal resemblance or directly working within
other historic styles found in the district. It attempts to create an urban edge to the historic Millwork District and also create venues for open public spaces in the void
spaces between the surrounding buildings. This approach also seeks to balance differentiation and compatibility of the new building within a historical context.
The bay spacing of the parking structure has been minimized to attempt to resemble the uniform alignment, rhythm and width of the surrounding facades and also re-
establish a strong edge to the street, reflecting the historic siting patterns of the district. The base of the parking structure provides the desire to minimize the visual impact
of vehicles while also referencing the loading dock datum line of the adjacent buildings that helps express the distinction of floor heights between the street level and the
upper levels of the structure.
This referencing to context is also suggested by the reduction of composite form to abstract shapes with the building materials and making connections through massing,
size, materials, and a restricted articulation of the facade, allowing the facility to be both "modern" and "contextual" at the same time. The selection of terracotta baguettes
at the Parking facility and terracotta rainscreen wall systems at the Terminal building are utilized to complement the traditional brick construction of the district while also
addressing the openness requirements of a parking structure and integrating advanced building technologies within the Intermodal Campus as strategies used to provide a
contemporary interpretation of traditional design and detailing that are encouraged by the Downtown Design Guidelines. The proposed design of the Campus seeks to meet
the City of Dubuque's goals of providing architectural aspects that enhance the overall aesthetics of the Millwork District and further contribute to the overall vitality of the
area.
