Introduction
This memo will provide you with information regarding two ordinance changes the will require
adoption.
Discussion
During the development of the FY 15 budget, it was determined that certain rates would have
to be raised to offset additional expenses for the year. One of the adjustments will be raising
the 10 hour parking meter rate from $.25 per hour to $.35 per hour. It is anticipated that this
increase in rates will generate approximately $25,000 annually. (9-14-321-667)
Secondly, more in conversations throughout the year with life safety personnel than with the
budget, it was discussed that parking next to a fire hydrant should be the same fine amount
at a fire lane, that being $50.00 rather than $15.00. So, as a part of this budget process, I am
submitting an ordinance adjusting the fine amount. (9-14-321-621)
Recommendation
Subsequent to your approval, I am recommending that the City Council approve the revised
ordinances as indicated.

VEHICLES AND TRAFFIC, CHAPTER 14 PARKING, DIVISION 4 PARKING METERS,
SECTION 9-14-321.667 FEE SCHEDULE BY INCREASING THE RATE OF TEN
HOUR PARKING METERS TO THIRTY FIVE CENTS ($0.35) PER HOUR
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. Section 9-14-321.667 of the City of Dubuque Code of Ordinances is
amended to read as follows:.
9-14-321.667: FEE SCHEDULE:
Subject to the limitations provided in this division, parking meters, when installed and
properly operated, shall show legal parking upon and after deposit of United States
coins in accordance with the following schedule:
D. Ten (10) hour parking meters shall show legal parking for thirty five cents
($0.35) per hour, but not more than a total of ten (10) hours at any one time.
Section 2. This Ordinance takes effect upon publication.

FOR PARKING TOO CLOSE OR BLOCKING FIRE HYDRANTS
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. Section .9-14-321.621 of the City of Dubuque Code of Ordinances is
amended to read as follows:
9-14-321.621: PARKING VIOLATIONS; FINES:
A. The owner or operator of any vehicle who shall receive notice, either personally
or by the attaching of such notice to said vehicle, that said vehicle is parked in such
manner, in such a place or for such a time as to violate the provisions of this chapter
relating to the parking of vehicles, shall pay to the city treasurer asa penalty for such
violation the following sum: -
1. Except as provided in subsection A2, A3, A4, A5, or A6 of this section, any
violation of this chapter, an initial fine of fifteen dollars ($15.00) if paid within thirty
(30) calendar days of the date of the violation. If payment is not made within such
thirty (30) calendar days, said fine shall be twenty dollars ($20.00).
2. Disabled parking violations, a fine of two hundred dollars ($200.00).
3. Expired parking meter violations, an initial fine of seven dollars ($7.00) if
paid within thirty (30) calendar days of the date of the violation. If payment is not
made within such thirty (30) calendar days, said . fine shall be twelve dollars
($12.00).
4. Parking in violation of any designated fire lane, a fine of fifty dollars
($50.00).
5. Parking within five feet (5') on any side of the point on the curb nearest to
a fire hydrant, a fine of fifty dollars ($50.00).
6. Parking in violation of snow route restrictions, a fine of thirty dollars
($30.00) if paid within thirty (30) calendar days of the date of the violation. If
payment is not made within such thirty (30) calendar days, said fine shall be thirty
five dollars ($35.00). The first snow route restriction violation of each winter
season for a vehicle shall be voided if the owner of the vehicle registers their
contact information with the police department.
Section 2. This Ordinance takes effect upon publication.
