Van Milligen, City Manager Fiscal Year 2015 Transit Allocation from FTA March 5, 2014 Dubuquw All-Amerlcaetty 11 111F 2007 •2012 •20t DISCUSSION The Transit Division budget recommendation for Fiscal Year 2015 includes a revenue budget of $945,516 for Federal Transit Administration (FTA). Today, the Iowa Office of Public Transit provided the Transit Department the actual FTA allocation amount of $1,115,479 for Federal Fiscal Year 2014. This allocation is for September 2014 thru October 2015. This increase in funding is due to the increased ridership from the shopping circulator which is now included in the formula allocation. The increased allocation from FTA results in increased Transit revenue of $78,000 in FY 2014 and $169,963 in FY 2015. Transit Manager Candace Eudaley has recommended that the additional $78,000 in revenue in FY 2014 be used to provide the $64,450 local match on the Transit Roof and Sprinkler Upgrade that is currently underway at the Transit Facility. This recommendation would need to be included in the second FY 2014 budget amendment. Transit Manager Candace Eudaley has also recommended that the bus security camera connection is upgraded at an estimated one-time cost of $159,000 to be funded with the increased allocation from FTA in Fiscal Year 2015. The FTA requires that 1% of the allocation is used for safety and security measures. The transit buses are in need of a security camera connection upgrade and connection to the City system. Currently, the bus cameras run on tapes that must be physically removed from each bus to be viewed. This process of retrieving the tapes and downloading the video, saving individual clips and returning the tapes is inefficient and results in a slow response time. This recommendation would need to be included in the first FY 2015 budget amendment. The Iowa DOT is allocating those funds to each urbanized area to be used for operating support or for capital projects at their discretion.
