INTRODUCTION
This memo transmits a resolution and supporting documentation for recommended
FY2015 fee increases for the Development Services Activity in the Planning
Services Department, to meet our self-supporting guideline of 47.1 %.
DISCUSSION
Fees for the Development Services Activity were raised after adoption of the 2009
Unified Development Code (UDC). Due to a "hold" on fee increases from FY2005
to FY2010 during development of the UDC, an annual 10% fee increase was
implemented in FY2011.
With the downturn in the national, state and local economies, we saw fewer
developments in FY2011. Consequently, the annual 10% fee increase for FY2012
was not implemented. The annual 10% fee increase was implemented in FY2013
and again in FY2014.
The recommended annual 10% fee increase for FY2015 is shown on the attached
chart. The FY2015 revenue increase is estimated at $3,152. Also attached is a
2013 survey that compares and ranks Dubuque's fees with similar fees charged by
other large cities in Iowa.
RECOMMENDATION
I recommend adoption of the attached resolution approving a 10% fee increase for
the Development Services Activity in FY2015.

RESOLUTION NO. 70- 14.
RESOLUTION RESCINDING RESOLUTION NO. 65-13, ESTABLISHING A SCHEDULE
OF DEVELOPMENT SERVICES FEES, AND ADOPTING IN LIEU THEREOF A NEW
SCHEDULE OF DEVELOPMENT SERVICES FEES AS PROVIDED IN TITLE 16 OF THE
CITY OF DUBUQUE CODE OF ORDINANCES, UNIFIED DEVELOPMENT CODE.,
Whereas, the City Council of the city of Dubuque, Iowa establishes by resolution certain
fees for development services pursuant to the Unified Development Code, pursuant to the
attached schedule of Development Services Fees.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. Resolution No. 65-13 and its Schedule of Fees is hereby rescinded.
Section 2. That the attached Fee Schedule is hereby approved.
Section 3. That the attached Fee Schedule shall take effect on July 1-, 2014.
